Hanover - In order to be able to fulfill the legal entitlement to a full-time place for primary school children from the school year 2029/30, the state of Lower Saxony has to create between 1800 and 3800 new full-time positions according to a study.

The German Youth Institute in Munich and the TU Dortmund estimate the investment expenditure for the new places at up to 494 million euros.

The researchers assume that the number of primary school children in Lower Saxony will rise by around 10 percent from 283,000 in 2019 to slightly more than 310,000 in 2029.

According to the information, between 46,700 and 65,800 new places have to be created for them across the country - depending on how many parents actually use a full-day place for their child.

In Lower Saxony, 51 percent of parents are currently using the offer.

From 2026, the legal right to all-day care in primary schools will be gradually introduced across Germany - this was decided by the Bundestag and Bundesrat in September.

The federal government has promised the federal states to support the all-day expansion with up to 3.5 billion euros for the infrastructure and to contribute permanently to the running costs.

According to the study, the need for additional expansion across Germany is lower than previously assumed: three quarters of the spaces required up to that point already existed today.

This means that the personnel requirements and the expansion costs are lower overall than previously assumed.

While only a small part of the places are still missing in the eastern German states and Hamburg, the projections show that on average between 30 and 40 percent of the places still have to be created in the western German states.

Nationwide, around 600,000 additional all-day places for children of primary school age would have to be created by the school year 2029/30.

Most recently, over 1.6 million primary school children have already attended a full-day program.
