The United States Office of National Oceanic and Atmospheric Administration (NOAA) confirmed that the necessary conditions exist for the La Niña weather phenomenon to develop in the coming months.
La Niña causes the sea surface to cool and this translates into a colder winter in the North American region and less rainfall in parts of South America.
