Val-de-Marne: three months after his arrival, the departmental right draws its first measures

This Monday, in session, the new majority of the departmental council adopted several framework deliberations to launch four of its promises.

Three months after his arrival at the helm of the departmental council of Val-de-Marne, the right is taking "action".

At least, the majority has mapped out the “orientations” which will allow it to do so.

With a lot of executive deliberations, voted on Monday, in session.

"We are implementing the commitments made to the Val-de-Marnais," insists President Olivier Capitanio (LR).

Not without arousing criticism from the left which will denounce for example on security, orientations "at least succinct", signs of "haste and the desire to mark the first hundred days of a mandate whose date has passed", dixit Évelyne Rabardel (PCF), former first vice-president of the Favier team. “The opposition is here to make its comments, it's not our topic. We have a program, we are implementing it, ”replied the boss of the department, questioned on the sidelines of the meeting.

Objective: 50,000 new trees within seven years.

First on land belonging to the community, such as colleges. But the department also wants to mobilize communities, associations, entrepreneurs, and even the Val-de-Marnais who would like to plant species, as in Maisons-Alfort, city of the president.

"It is a global mobilization, of which the department will be the leader", summarizes Olivier Capitanio.

350,000 euros were released in the supplementary budget on Monday, to replace 1,000 trees after the bad weather in June.

"Why 50,000 and not more?

. This is what the right calls its “departmental prevention and security pact”. Four orientations to “secure agents, users and departmental sites, prevent delinquency and harassment in secondary schools, help victims of offenses and domestic violence, or even support municipalities that want to strengthen prevention and security”. In short, far too much security and not enough prevention, to the taste of the left, which castigates two pages of "incantation", squeals Évelyne Rabardel, regretting "the lack of requirement" vis-à-vis the State on a sovereign subject. Or the lack of "number and schedule", according to Daniel Guérin (MRC). "It is a framework deliberation, to carry out actions over the entire mandate, it is not intended to go into detail", defends Antoine Madelin (LR).

Two key measures, however: video protection will be installed on departmental roads, and around colleges. Even if it is already present (83 out of 106 establishments, according to figures from Evelyne Rabardel). The novelty is the “prevention and mediation brigades to prevent violence”, like those deployed by the region. These mobile teams will intervene inside the colleges or outside, according to the choice of the school heads.

Defend the values ​​of the Republic.

This requires "a departmental charter for secularism" in order to "defend and promote the base of republican universalism which can defend us against extremism and identity pincers", recalls Deborah Munzer (LR).

This text must be respected and signed by the associations that knock on the door of the department for grants or premises.

But for Franck Mora (PCF) and his group which did not take part in the vote, the “usefulness” of this text raises questions, thus defending the freedom of association.

“It is not a question of calling into question this principle, it is the very foundation of the Republic.

But nobody can say today that there is no danger, insists the president of the department.

Stop social housing in cities above 40%.

We must stop building social housing “where there is too much. Otherwise where is the mix? “Asks the boss of the department. Projects have thus already been refused, as in Champigny. On the other hand, these credits will be used as soon as the municipalities wish to improve the existing social heritage. Nearly 1.7 million euros will be deployed for the construction of a social residence in Charenton, three rehabilitations in Arcueil, Joinville and Vitry and the residentialization of 363 housing units in Joinville. And "reinforced support" will be provided to deprived cities, which "do not do anything" according to Olivier Capitanio. In the Paris Est Marne & Bois territory, which he still chairs, a loan guarantee has been provided for 1,700 social housing since July 1, 2019 in Saint-Maur, Le Perreux, Nogent and Villiers.

Not enough to convince Hocine Tmimi (Left Front): "These measures sanction the mayors of towns who fight against poor housing, but towns which derogate from the law should be forced".

Nearly 93,000 housing seekers are now listed in Val-de-Marne.
