Justice Minister and new Tikva chairman Gideon Saar published today (Tuesday) the memorandum of the law amending Basic Law: The government, and preventing the imposition of a government train on a criminal defendant. Years in prison, he will not be able to form a government and he will not be able to serve as an alternate prime minister. However, the chairman of the Central Election Commission will be able to allow the imposition of the mandate on that MK to the extent that he determines that disgrace has been committed.



According to the wording of the law that was distributed, it will apply from the next Knesset, the 25th, so that it will prevent any possibility that opposition leader Benjamin Netanyahu will return to serve as prime minister. The law is a rock of coalition controversy and is expected to provoke a heated internal debate, in the face of opposition from the right, and especially from Interior Minister Ayelet Shaked, to legislation on the issue.



In addition, RAAM has also expressed opposition in recent weeks to Saar's move. The law has been in dispute since the days of coalition negotiations and due to right-wing opposition was not included in agreements signed with the government, but Saar decided to promote it after receiving a green light from Cabinet Secretary Shalom Shlomo.

Earlier this month, the justice minister also circulated the memorandum of the law limiting the prime minister to eight years, and also announced his consent to Defense Minister Bnei Gantz's request to set up a state commission of inquiry into the submarine affair.

The two laws - to limit tenure and prevent tenure with an indictment - will be promoted only after the budget is passed.
