"See-U" as a lobby for the people of Schondorf

Schondorf - Tobias Heigl, who with his "See-U Initiative" emerged as the clear winner with 101 votes in the Schondorf Citizens' Budget 2019, feels that the community does not support it enough. While the next-placed projects with less than half of his votes have long been implemented, See-U and its package of ideas are making almost no progress. Now Heigl and his colleague Achim Deboeser could at least present their catalog of measures to the committee for village development.

According to Heigl, the people of Schondorf “gave them the mandate in this democratic vote to carry out this project according to the announcement”. Unfortunately, Mayor Alexander Herrmann sees the acceptance of See-U in the citizen budget as a mistake in retrospect. Because according to the statutes, only projects that can be implemented within one year should be eligible for selection. And with See-U that would be an endless story, if at all and then only partially.

The basic idea of See-U, which Achim Deboeser presented to the committee again: Schondorf has an extensive and picturesque lake shore. Over a length of around two kilometers, that's around 40,000 square meters that are publicly owned. In contrast, the Schondorf citizens who do not live in the first row only have extremely limited direct access to “their lake”. Namely at the bathing area over a length of approx. 20 meters and an area of 400 square meters, i.e. only one hundredth of the actually existing lake shore in public ownership.

See-U would like to make the "public state property on the shore" a real experience for the people of Schondorf. For example, by recording new biotopes, widening the path along the banks, restoring the view of the lake and creating additional swimming opportunities. Achim Deboeser: "Our goal is to bring the current imbalance of approx. 99 percent use of the lake shore by nature conservation, private residents or the bathing area reserved for Augsburg residents into a better balance with a ratio of just one percent of the possibility of use by the general public."

In the Constitution of the Free State it says in no uncertain terms: "The state and municipality are entitled and obliged to keep the access to mountains, lakes, rivers and other scenic beauties free for the general public and, if necessary, to open them by restricting property rights and to create hiking trails and recreation parks". Heigl and colleagues want to avoid the word “expropriation” in their statements, they emphasized.

But they would not shy away from a referendum with the demand to convert an “indecent development plan” into a “decent over-planning of the Schondorf lake shore” in favor of fewer private residents. The development plan Seestrasse-Ost, which allegedly goes back to the initiative of a lakeshore resident, "concretes the entire undesirable development". He does not envisage any public access to the shore, no riverside path and no public use of the lake shore for the population. He defines the green areas as private leisure areas, which would then become unaffordable for the community forever. Heigl: “Why should a community draw up a development plan that only serves a few private individuals? And to take away forever the opportunity to be creative on community property by the lake? "

Tobias Heigl and his around 20 colleagues have traveled and documented individual sections of the lake shore with electric boats, such as the Braunes Haus, former sailing school, Forster lido, lakeside promenade, Augsburg bathing area or the Third Order.

This section is particularly interesting because it is ideal for starting a riverside path towards the south.

Bizarre undesirable development

According to See-U, a "sometimes bizarre undesirable development" has crept in over the past few decades, since the palace and lake administration only rents out shorelines to citizens who have access to the shores of the lake. Heigl: "If residents manage to seal off the lakeshore with a property - be it just a hedge or a fence - they can get the shoreline to the lake for around one euro per square meter per year as a leisure area." be corrected in the development plan Seestraße-Ost. See-U would like to convert the private leases into communal leases in the event of a change of ownership.

During the discussion, CSU councilor Andreas Ernst from Forster lido contradicted the calculations by See-U. You no longer need public access to the lake. For example, there are numerous freely accessible bathing bays on Weingartenweg. Wrong, countered Heigl in a written statement to the KREISBOTEN: “Neither the community nor the palace and lake administration make these bathing bays available”. The congregation is even required to block it with branch sections. The lake facility with a steamboat jetty mentioned by Ernst and the community jetty at the sailing club are also not suitable for swimming. Heigl: “We understand that Mr. Ernst does not want any further attractive access to the lake in the form of an additional public bathing area.As the only provider of access to the lake against admission, this is no different ”.

Tobias Heigl and Achim Deboeser emphasized again that the Schondorfer Seeufer-Initiative is not a lobby for personal economic interests, but a lobby for the broad Schondorfer public.

The lecture given to the village development committee was noted by the mayor and local council, but, to the disappointment of the initiative, did not take a decision.

Apparently, they don't want to step on the toes of those who live next door to the lake.
