He told the lawyer that he would call the "Single Window" directly on October 21 to inquire about the surrender. Chief Zheng initially agreed to answer the case. However, a text message was sent that evening to inform that the "Chief Officer's Instructions" must be negotiated by the Taiwan and Hong Kong governments before "there will be the issue of immigration to Taiwan."

Chen reported that the negotiation between the Taiwan and Hong Kong governments is beyond the reach of Chen Tongjia, a civilian, and he hopes that the District Prosecutor’s Office will not misunderstand Chen Tongjia’s deliberate and passive inaction, and that he has no intention of surrendering.

The report to Chen also attached a screenshot of the conversation between the lawyer and the chief of the "single window" Zheng Fuzhen, which mentioned that the Hong Kong government must respond to requests for mutual legal assistance in a pragmatic manner and request the parties not to call the window again.
