General questions on the topics of youth welfare, school, daycare and open all-day school could be asked again via a few telephone numbers, it said.
Telephone numbers were also set up for the Office for Housing and Social Affairs and the funeral service.
All weddings planned for the current week, "the first of which luckily only on Thursday", could take place, the city announced.
The only downer: wedding certificates in the form of jewelry would not be presented until later.
