The female senior inspector of the Marine Police, Lin Wanyi, fell to the sea in an anti-smuggling operation last month. Afterwards, some netizens posted mocking remarks on social networks and spoofed a song.

At today's (20th) meeting of the Legislative Council, a member of the Council asked whether the government asked the relevant website operators to remove the above-mentioned remarks and legislated to prohibit such remarks.

The Secretary for Security Tang Ping-kiang responded by saying that he was deeply regretful and angry with these remarks and strongly condemned them.

He revealed that eight members of the disciplined services were suspended for making ridicule on the Internet. The law enforcement agencies will study whether there is a criminal element. If they are, they will be arrested and prosecuted. If not, they will be followed up with discipline.

Deng Bingqiang said that he is deeply saddened by the unfortunate death of members of the disciplined forces. The incident has even more manifested the danger of the work of the disciplined forces and the spirit of upholding the mission of the troops.

He pointed out that attaching great importance to the suppression of smuggling activities, various law enforcement agencies have been coordinating the crackdown in multiple and inter-departmental ways, and will also exchange intelligence with other regions in the Mainland and international law enforcement agencies.

Deng Bingqiang expressed deep regret and anger for the ridicule on the Internet, including some ridiculously modified songs, and strongly condemned it. Regardless of political stance, the death incident should not be used as the object of ridicule. There are several provisions in the current law that may be relevant. For example, Articles 9 and 10 (Incitement) of the Criminal Offences Ordinance, if a crime is possible, law enforcement agencies will take appropriate actions, including requesting removal from Internet providers.

Angry at disciplined service personnel mocking colleagues for their deaths

Xie Weiquan asked, he noticed that some members of the disciplined forces participated in these mocking remarks. For example, the U.S. military criticized the U.S. withdrawal from Afghanistan earlier, and also faced military interrogation. What will the Hong Kong government do with these members?

Deng Bingqiang revealed that eight members of the disciplined services were suspended due to related online comments: "I am disappointed and angry with the disciplined services personnel who did this kind of behavior. Our disciplined services are very committed to teamwork, and there are individual personnel who died on their colleagues. These remarks have made us doubt whether they will continue to work on this team."

Tang Pingqiang said that he would follow the criminal direction to see if these people were involved in crimes, and would consider arrest and prosecution if they did. Even if they did not, they would conduct disciplinary investigations.

He emphasized that suspension is already a very serious punishment. If the representative finds that the allegations against these personnel are true, the relevant personnel will face serious consequences.
