Construction work on the Herrsching grammar school, the first new grammar school building in decades in the Starnberg district, should begin in just a few weeks.

However, the schedule is still a bit shaky and the county is taking risks in order not to lose almost a year.

Herrsching / Starnberg

- This is news that many parents have been waiting for a long time: At the beginning of next year, construction work for the Herrsching grammar school is to begin. Working for school, not on the street in front of it. The district committees are paving the way for this, on Monday it was the turn of the building and school committee, tomorrow, Thursday, it is the district committee, and on Monday next week the district council. This is not entirely risk-free, because the necessary development plan is neither ready nor is there a building permit.

District treasurer Stefan Pilgram presented an interim report on the status this week, including dates.

By December 6th, maybe before that, the Herrsching municipal council wants to weigh up the objections to the development plan.

It is the third round of the procedure and a lot has already been clarified.

After that, it can be foreseen whether changes are still necessary.

According to Pilgram, the municipality of Herrsching expects to be ready for planning after the weighing up.

If the plan is ready, a building permit is possible.

According to Pilgram's plan, this should be available at the turn of the year.

Clearance only possible until February 28th

The documents are ready so far, the further planning is in full swing. The whole thing is sewn to the edge in terms of time so that it can go wrong. Because: So that preparatory work for the excavation pit can begin immediately after the building permit has been obtained, the biotope on the east side of the property must be secured against drying out with a wall. This requires clearing, and this can only be carried out between October 1st and February 28th.

The district is now planning to tender and award this work in advance - normally it would have to wait for the building permit, but this does not work out in terms of time. Pilgram has already had the procedure approved by the funding agency, the government of Upper Bavaria. Without bringing forward clearing and awarding of special foundation engineering - the excavation pit for the grammar school will be ten meters deep, by the way - the district runs the risk of losing nine months, which may make the project millions more expensive due to increases in construction costs and overturn the previously published schedule would. That would probably not go down well with the parents.

Problem: What if the zoning plan is delayed and the building permit comes later?

Then the district runs the risk of being asked to pay by the companies that have participated in the tenders or have even already received an order - expenses for participating in the tender, lost profit and other things.

Pilgrams estimate the former would amount to around 15,000 euros per provider - that can add up.

If the contract for the clearing had already been awarded (estimated at EUR 73,000), the district might have to pay EUR 4,000 in compensation.

Geothermal probe field is expanded

At least the building and school committees were worth the risk, both of which agreed on Monday. If everything works out, clearing will begin in mid-January and the construction pit will start at the beginning of March. Pilgram classifies the risk as manageable, because most things have already been clarified for the building permit. It is based exactly on the development plan, in the process of which almost all details were checked.

In addition to various pending awards for further planning services, Pilgram also obtained approval for a rescheduling of the so-called geothermal field. In principle, this is geothermal energy, the probes reach 100 meters into the ground and suck warm water to the surface, which is used for energy supply. In the original plans, the probes - 66 in number - are only arranged under the school's sports field. Pilgram and his team have found a brand new funding program that, given the generally energy-saving construction of the grammar school, could bring in around 6.7 million euros - if you expand the field. “That makes a lot of sense for us,” said the treasurer, referring to the construction cost framework of currently 87 million euros.

The extension can be under the sports hall and sports field, under sports facilities and school or under everything including the forecourt.

The administration recommends a solution under sports facilities and buildings, not under the forecourt - it is already full underground.

The larger geothermal version could cover 75 percent of the school's annual heat requirement (old plan: 65 percent).

This is also not entirely without risk, because if a probe under the school building breaks, it is lost - it is difficult to demolish the house.

The technology is very reliable.

The committees also approved this.

Quotation not yet approved

We have applied for the four-folds decided by the district council, but not approved by the school supervisory authority, but there is no result yet.

The four-part allowance is also used for funding, the previous application with three classes per year was therefore stopped.

For a long time, the district had sought a funding program with the German Federal Environment Foundation (DBU), which worked in the first stage and brought in 120,000 euros.

It won't get any more - the DBU refused further funding because it already has many projects running.

The original aim of the project was to gain knowledge, for example in timber construction.

The DBU is now expecting "only a few new research findings for the new Herrsching Gymnasium".
