Report accuses Jair Bolsonaro of crimes against humanity

This Wednesday the final report of the Brazilian Parliamentary Investigation Commission (CPI) was officially presented and recommends that the president of Brazil, Jair Bolsonaro, be charged with 10 alleged crimes for his handling of the pandemic.

After the members of the commission negotiated during the last days, the homicide charge that was initially in a draft of the report, was withdrawn and the genocide charge was changed to “crimes against humanity”.

This is the first time in the history of Brazil that a parliamentary commission has drawn up such an extensive list of alleged crimes that they accuse a President of the Republic.

The CPI rapporteur, Renan Calheiros, also requested that the investigation be submitted to the International Criminal Court (ICC) to analyze the accusations against Bolsonaro for crimes against humanity.

In the final report, it is also recommended that 65 other people be charged with a variety of alleged crimes, from inciting a crime to forming a criminal organization.

The three sons of Bolsonaro, Flavio, Eduardo and Carlos Bolsonaro, are on the list, as well as government ministries and senior officials, both the former ministers of Health and the current heads of the portfolio Eduardo Pazuello and Marcelo Queiroga, as well as the minister. The commission's senators are expected to vote on the final report next week, and if approved, the document will go to Attorney General Augusto Aras, considered an ally of Bolsonaro, who would then have 30 days to announce any measures derived from the report.

One of the main conclusions of the 1,180-page document is that the Brazilian government, "omitted and chose to act in a non-technical and reckless manner in the fight against the pandemic ... deliberately exposing the population to a concrete risk of massive infection."

The report also criticizes the government's discouragement of sanitary measures, including going against scientific advice, including the use of social distancing and the use of masks.

The report denounced what it said was the Brazilian government's deliberate delay in purchasing vaccines and its push towards so-called ineffective COVID-19 treatments, such as hydroxychloroquine and ivermectin.

In the report, senators proposed a series of laws for Congress to pass, including criminalizing fake news, orphan pension, early retirement caused by covid-19, and a 60-day time limit for Congress reviews requests to impeach Bolsonaro.

Since the ICC was created, when Brazil was facing the worst moment of the pandemic, Bolsonaro's approval rate has been steadily declining.

The latest survey on Bolsonaro's popularity, released in mid-September by Brazil's largest opinion polling group, Datafolha Institute, shows that 53% of Brazilians consider Jair Bolsonaro's presidency to be "bad or scary."

It's the highest disapproval rate for this poll since he took office in 2019.

CNN requested comment from President Bolsonaro's office, but received no response.

The president and his supporters have previously criticized the Senate investigation into his politically motivated handling of the pandemic.
