"The number of unreported cases is even higher," said Bammer, "because rain events are not even shown below this warning level." "Heavy rain has a very short lead time, which makes it difficult to prepare for it," emphasized Pölt. "It is therefore also important to strengthen the resilience of the population."

In addition, the alarm plans are regularly revised.

So-called hazard maps could also help, but the way there is one thing above all - expensive.

"Commission hazard mapping"

In the meeting, Gerhard Waas (Greens) called for a risk analysis for every community.

"In Baden Württemberg there has been a heavy rain management system for ten years, the responsibility here lies with the municipalities," he said.

But it makes sense to commission something like this jointly, with the support of the district.

Group colleague Ursula Janssen underlined this: "A hazard mapping should start from the district." It is important to pull together preventively.

After all, you are also financially involved if follow-up costs arise in the event of damage.

Weyarn's mayor Leonhard Wöhr (CSU) reported that his community was about to commission a flash flood investigation.

Sums like these caused district treasurer Gerhard de Biasio to suffer from stomach ache.

"A hazard mapping would be an absolutely voluntary service of the district, and here the current 1.3 million euros are exhausted to the last cent," he said.

“I don't see any possibility at all.” It is certainly not a good practice to cut grants from recipients of voluntary services - mostly organizations in the social field.

Make better use of the expertise of those familiar with the area

No decisions were made at the meeting. The aim of the administration was initially to show the district councils the legal basis and strategies for action. When it comes to flood protection, it became clear that the district and municipalities are already a step further - not least in terms of experience. "After the floods in 2013, we tried to react more sensitively to dubious building projects on the lake," said Rottach's mayor Christian Köck. “Unfortunately, everything can be done with money today.” The consequences are huge sheet piling or water damage to the neighbors. The CSU parliamentary group spokesman therefore appealed to the district authority to make use of the knowledge of the local people in the development planning and building permits: "Please listen to the communities better!"
