Plan first, then talk?

The flood protection offered cause for discussion at the most recent meeting of the Auer Marktgemeinderat.

Au / Hallertau

- "I find it difficult when the affected farmer learns from the newspaper that we want to build a rainwater retention basin on his property." At the meeting on Tuesday, Stephan Grünberger was critical of a decision to take.

(By the way: Everything from the region is now also available in our regular Ebersberg newsletter.)

Background: In July 2011 Am Riegelacker in Osseltshausen had already carried out an on-site inspection with the municipality and an engineering office, on the one hand about the first-time construction of the road and on the other hand about the construction of a rainwater sewer.

At that time, the gross total costs for road construction and rainwater sewer were estimated at EUR 106,000.

Since the road is being built for the first time, 90 percent of the costs would be borne by the residents, ten percent by Markt Au.

The matter has not been pursued since this first on-site meeting, as can be seen from the meeting documents.

Reduce the inflow from fields as much as possible

Until August 30th of this year: Representatives of the market town of Au went to inspect the planned street renovations for the years 2022/23. And the Am Riegelacker development in Osseltshausen was also on the list. "With the measure, it is particularly important to consider that there is a considerable inflow of wild surface water from the fields adjoining to the west," said Mayor Hans Sailer, explaining the matter to the committee. The problem here: A complete drainage of the surface water from the fields adjoining to the west via a new rainwater canal on Riegelacker and the existing rainwater canals in Schäfflerstrasse in Osseltshausen is not possible - which is why solutions must be found to increase the inflow from the fields as much as possible to reduce.

A rain retention basin above Schäfflerstrasse is now being considered for this purpose.

And this is exactly where the problem lies, which Stephan Grünberger brought up on Tuesday: "The residents who are supposed to make their fields available for this purpose were not spoken to in advance, that's bad."

"It just needs to be talked to each other"

Mayor Sailer basically agreed with Grünberger, even if he had good reasons for this approach: "The flood situation in summer made it clear to us that we as a community urgently need to take action to defuse the situation," said Sailer. But in order to know which landowners we have to negotiate with, "we first need a plan, at the moment we cannot say exactly which areas we should be able to access." , to not lose time. Grünberger agreed that “something needs to be done”, but: “It just needs to be talked to each other.” But, as Sailer countered this argument, “I just have to know first with whom and about what”.

And even if the committee was able to understand Grünberger's arguments (Barbara Prügl: "I can sign what Stephan says."), The flood situation in August and the responsibility of the market community in this regard were decisive for the unanimous decision on measures - both for the development of Am Riegelacker for 160,000 euros gross and for the rainwater runoff for an estimated 75,000 euros.

Both will be included in the 2022 financial plan.

As soon as details of the planning are available, talk to the farmers concerned.
