Family move and home accommodation: The sums required for child and youth care in the district of Ebersberg are increasing. And there seems to be no end in sight.

Family move and home accommodation: The sums required for child and youth care in the district of Ebersberg are increasing.

And there seems to be no end in sight.

District - The costs for youth welfare in the Ebersberg district continue to rise. In order to be able to adhere to the specified benchmark for the coming year because of the austerity efforts, calculations were made sharp. The planned financial framework of around 18 million euros is undercut by a total of 63 euros. As an explanation, the template says: “In order to generally ensure compliance with the benchmarks, a lower number of cases in inpatient aids was formally assumed in the planning.” This means, for example, home accommodation for children and young people, which is very expensive.

Green district councilor Ottilie Eberl criticized the procedure in the youth welfare committee.

You don't understand, according to Eberl, why this is done every year.

"Why do we set a budget, even though you know that you can't keep it?" Eberl referred to the district's compulsory tasks that are required by law.

District Administrator Robert Niedergesäß (CSU) rejected the allegations.

"I think it is right that we proceed according to plan." Niedergesäß also emphasized: "We cannot say that if there is no more money, then we no longer care." And Florian Robida from the district youth welfare office explained who provided the relevant services the authorities need, they will also receive it.

“Duty means duty.

We are not allowed to refuse. "

Budget planning for youth welfare in the district exceeds planning by around 2.1 million euros

The figures are clear: Overall, the partial budget for 2022 is around 2.1 million euros above the budget for 2021. That is an increase of around 13 percent. The trend has been going on for years. According to the District Office, the net expenditure has risen by more than 80 percent since 2010. One of the reasons is the increase in the cost of residential care for children and adolescents. In addition, the district's population continues to grow. In addition, the proportion of those under the age of 21 is well above the Bavarian average. According to the district office, the expansion of day care is politically and socially desirable. The principles of the district as an educational region also include: “No talent should be lost. "

In other words, the promotion of every single child and every young person as a “scarce commodity” in an aging society.

The reasons also include an increase in costs as an expression of social progress with the claim "to look after the children better, to better educate the children, to protect the children better".

More and more money is needed for youth work: family move makes financial planning more difficult

And then there is the attractive location of the Ebersberg district in the “bacon belt” of Munich, with the result that more and more young families are moving here.

Because there are no established family structures, these would “tend to require a faster offer of support from the district youth welfare office in Ebersberg”, according to the district administration.

The fields of activity of the youth welfare office are diverse.

The responsible committee of the district council now approves a number of payments and grants to external providers, including from the child protection association to the educational counseling center to preventive measures in the youth facility in Schloss Zinneberg.

Some of these are voluntary services provided by the district.

“Voluntary does not mean dispensable,” said Robida from the youth welfare office.
