Green district councilor Ottilie Eberl criticized the procedure in the youth welfare committee.

"Why do we set a budget, even though you know that you can't keep it?" Eberl referred to the district's compulsory tasks that are required by law.
District Administrator Robert Niedergesäß (CSU) rejected the allegations.

According to the District Office, the net expenditure has risen by more than 80 percent since 2010. One of the reasons is the increase in the cost of residential care for children and adolescents. In addition, the district's population continues to grow. In addition, the proportion of those under the age of 21 is well above the Bavarian average. In other words, the promotion of every single child and every young person as a “scarce commodity” in an aging society.

The fields of activity of the youth welfare office are diverse.
The responsible committee of the district council now approves a number of payments and grants to external providers, including from the child protection association to the educational counseling center to preventive measures in the youth facility in Schloss Zinneberg.
Some of these are voluntary services provided by the district.
“Voluntary does not mean dispensable,” said Robida from the youth welfare office.
