The State Council today (21) appointed He Peishan, Deputy Commissioner of Customs, to succeed Deng Yihai as Commissioner of Customs, and will be sworn in as Chief Executive Carrie Lam Cheng Yuet Ng.
He Peishan joined the Customs in 1991. When he was the commander-in-chief of the Customs Railway and Ferry Port Section in 2014, he led a team to crack down on the smuggling of milk powder and parallel imports at the Luohu Port.
When she was the Assistant Commissioner, she was responsible for border and port work, and was involved in planning the high-speed rail, the Hong Kong-Zhuhai-Macao Bridge, and the three major border crossings of Liantang/Heung Yuen Wai.
He Peishan formally took over as the deputy commissioner in January 2019, becoming the first female deputy commissioner and the highest female customs official in history.

He Peishan's husband, Zeng Guowei, was the Director of Immigration before assuming the post of Director of Accountability.
He disclosed earlier that the two met when they were working together at the Security Bureau in 2004. He was the Chief Immigration Officer at the time and He Peishan was the Assistant Customs Supervisor at the time. He was seconded to the Beijing Office in 2007 and his wife arranged the wedding.
