Regarding Ho Peishan's appointment, Lam Cheng Yuet-ngor said: "He Peishan has served in Hong Kong Customs for 30 years and has extensive departmental operation experience. She has management and leadership skills. I am confident that she will lead Hong Kong Customs to meet future challenges."
He Peishan was promoted to Deputy Commissioner of Customs in mid-January 2019. She is the most senior female official in the department. The outside world has long been concerned about whether she will become the first "first sister" of Hong Kong's disciplined services.
She attended the customs annual summary press conference for the first time as a deputy commissioner. When asked about her feelings, she thanked the department and commissioner for their trust and support from other colleagues. Tang Yihai joined the Immigration Department as an immigration assistant in 1985. He was transferred to the Customs and Excise Department as a trainee customs inspector in 1987. He was seconded to the Security Bureau from 2006 to 2007.
