Today, the Ministry of Internal Trade and Consumer Protection and the University of Damascus signed a memorandum of understanding with the aim of providing care to the owners of creative ideas, researchers and academics, and directing their inventions to serve national development and put them in the best investment conditions.

Under the memorandum signed by Dr. Amr Salem, Minister of Internal Trade and Consumer Protection, and Dr. Muhammad Yasar Abdeen, President of Damascus University, at the ministry’s headquarters in Damascus, the two sides will cooperate in the field of spreading a culture of creativity and innovation, encouraging inventors at the national level, and focusing on spreading the culture of invention at the first university level with the aim of preparing students to enter the world Innovation and invention, encouraging scientific research workers at the university, including graduate students and members of the educational staff, to innovate and work to raise the level of scientific research, creations and inventions in Syria by focusing on reliance on information sources and benefiting from free sites for patents.

According to the memorandum, the two sides agreed to form a joint technical committee whose mission is to develop an annual general plan to spread the culture of intellectual property in universities and to include joint activities, measure and evaluate their impact, and add new activities to them according to work requirements and the reality of needs and priorities in order to meet the requirements of the university in all relevant faculties.

The two sides also cooperate in the field of joint organization for the participation of students and workers in university education in inventors and innovators exhibitions inside and outside the country and the exchange of media and propaganda materials and promotional films to serve the dissemination of the culture of intellectual property and work on the exchange and development of joint promotional materials in addition to exchanging information and data on patents, Syrian inventors and creations University students and organizing joint workshops to introduce intellectual property and patents.

Under the memorandum, the necessary requirements for developing strategies for spreading the culture of intellectual property will be identified and secured according to work requirements, the reality of needs and priorities, and the employment of memoranda of cooperation with local and international bodies to serve the objectives of both sides through the implementation of supportive and joint activities, as well as the preparation of joint introductory publications by searching in global databases of patents.

Under the memorandum, the ministry provides free training on the use of global patent databases, the extraction of modern technical information, the definition of intellectual property, how to formulate a patent application, and the payment of the expenses of a patent application for applicants through Damascus University from the account of the Al-Basel Exhibition for Creativity and Invention, in addition to bearing 90% of the premiums. The Ministry is also working to provide training for university cadres in the field of creativity, technology transfer and joint cooperation to establish a branch of the Innovation Support Center at the university.

Under the memorandum, Damascus University is also committed to encouraging scientific research for professors and supporting students through graduation projects and postgraduate research to continue their scientific trends and develop their creativity, encourage creators, inventors and young energies to innovate and invent and guide them to register their inventions in order to preserve their rights granted to them by patents.

According to the memorandum, the university works to sponsor creators and inventors, protect their rights and inventions, provide the appropriate environment for their work, contribute to securing their material requirements in accordance with regulations and laws, benefit from these inventions and put them into practice, in addition to organizing training courses and workshops aimed at spreading the intellectual property culture of creativity and innovation to support creators and inventors.

The two sides agreed to form a bilateral follow-up and coordination team from both sides whose mission is to communicate and coordinate in everything related to the implementation of the memorandum's terms and to prepare a joint work plan and a timetable for its implementation. It also supervises the completion of periodic reports to track the implementation of the agreed works.
