The Syrian Association of the United Nations organized today a political symposium on the occasion of (United Nations Day), which falls on October 24 of each year, at the Arab Cultural Center in Abu Rummaneh, Damascus.

The participants in the symposium moderated by Dr. George Jabbour focused on the need to build a new type of international relations on the foundations of equity, justice, equality and mutual respect in a way that contributes to safeguarding the objectives and principles of the United Nations Charter and non-interference in the internal affairs of countries.

The symposium included a lecture by the Deputy Minister of Foreign Affairs and Expatriates, Dr. Bashar Al-Jaafari, entitled (Implementation of United Nations Resolutions.. The Administrative and Political Role of the Secretary-General), during which he stressed that (the Secretary-General of the United Nations is a very important international employee with wide powers, but there are many issues that restrict his movement), reviewing some The historical events, difficulties and pressures faced by a number of the 9 Secretaries-General who have held this position since the founding of the United Nations in 1945.

Dr. Al-Jaafari focused on the number of rapporteurs, special political missions and agents of the United Nations and on the administrative, political and technical tasks carried out by the Secretary-General, such as his responsibility for the organization’s budget and its division among member states according to shares, quotas and budget contribution fees, pointing out that countries such as the United States of America cover 20% of the organization's expenses for the purpose of controlling and controlling it.

With regard to the political tasks of the Secretary-General, al-Jaafari stated that they are related to carrying out good offices to resolve disputes peacefully, providing advice to countries, and representing the organization in international meetings such as the Non-Aligned Movement Summit, the Islamic Conference or the Group of 20, explaining that the most prominent task for him according to Article 99 of the Charter is the power to alert countries of the possibility of The occurrence of something that may threaten international or regional peace and security, where the Secretary-General presents a report presenting the general situation around the world with regard to security, peace, human rights, development and climate.

Dr. Al-Jaafari reviewed a number of articles of the Charter of the United Nations, pointing out that Syria participated in drafting the Charter in the presence of a Syrian delegation headed by Ambassador Fares Al-Khoury and in the presence of Ambassador Farid Zain Al-Din, who drafted Article 78 of the Charter, which states that (the trusteeship system shall not be applied to the regions that have become members in the United Nations, as relations between the members of this body must be based on respect for the principle of sovereign equality).

Dr. Al-Jaafari pointed to the need to open the United Nations archive and highlight the role of the historical Syrian representatives who participated in the drafting of this article, which contributed to the independence of many countries and raised the number of United Nations countries from 51 to 193 countries.

It is noteworthy that this year’s United Nations Day coincides with the demands of several parties to hold a legal symposium at the Palais des Nations in Geneva to evaluate 100 years of the Mandate for Palestine and its products in July 2022.
