The People's Assembly, in its eleventh session of the fourth regular session of the third legislative session, held today under the chairmanship of Hammouda Sabbagh, Speaker of the Assembly, condemned the terrorist bombing that took place yesterday in Damascus, in which 14 martyrs were killed and a number of people were injured.

In his speech, Sabbagh stressed that the terrorist bombing will only increase the determination and determination of the Syrian people and the Syrian Arab Army to move forward in fighting terrorism and its supporters until the final victory is achieved in all parts of the country, saluting the souls of the righteous martyrs and wishing a speedy recovery for the wounded.

A number of council members called on the international community to denounce terrorist acts wherever they occur and under any name and address, stressing that this terrorist bombing falls within the framework of the continuous attempts to destabilize Syria and raise the morale of the terrorists after the successive defeats inflicted on them by the heroes of the Syrian Arab Army.

This was followed by the Council’s approval of a number of draft laws, each of which became law, foremost of which was the draft law that included exempting imported raw materials as inputs to the local industry and subject to a customs fee of 1% of the customs duties specified in the customs tariff schedule, and exempting them from taxes and other fees imposed on import.

According to the aforementioned draft law, the directorates of economy and foreign trade issue the necessary import licenses and approvals for imported raw materials in a manner that does not conflict with the grant mechanism approved by the Ministry of Economy, while the provisions of this project are applied for a period of one year from the date of its entry into force. Executive instructions are issued by a decision of the Minister of Finance in coordination with the Ministers of Industry economy, foreign trade, domestic trade and consumer protection.

Finance Minister Dr. Kinan Yaghi stressed that the bill, which was approved by the council, comes with the aim of supporting the national industry and local production, reducing its costs, re-spinning the wheel of industrial production and confronting the effects of the war, which contributes to lowering prices.

The Council also approved the draft law that includes amending one of the articles of the Law No. 56 of 2004 regulating agricultural relations and its amendments. According to the project, “it is required in the sharecropping contracts concluded under the provisions of Law No. 134 of 1958 and its amendments, in addition to the above, that the employer sends a written warning to the farmer to fulfill his obligation to be communicated in accordance with the provisions of Article 73 of this law, at least thirty days before the termination of the sharecropping contract.

The Minister of Social Affairs and Labor, Muhammad Seif El-Din, indicated that the above-mentioned draft law aims to provide legal protection for farmers, not to terminate the sharecropping contract and expel them from their land, and to find a comprehensive legal provision that a written warning is given to contracting farmers under the sharecropping contract concluded under the provisions of the Law Regulating Agricultural Relations No. 134 of 1958 and its amendments.

Minister Seif El-Din indicated that the previous text of the amended article gave the owner the right to file a lawsuit to terminate the sharecropping contract without written notice, which affects the acquired rights of the farmers on the contracted land and leads to their expulsion from it.

The Council also approved the draft law that includes extending the deadline stipulated in Paragraph “A” of Article 22 and Paragraph “B” of Article 71 of the Telecommunications Law for another five years starting from March 28, 2022, with the aim of the Syrian Telecom Company retaining the exclusive right to provide Certain telecommunications services “fixed network services, backbone services, international ports, and others” for a period not exceeding five years from the date of the company’s establishment.

For his part, the Minister of Communications and Technology, Eng. Iyad Al-Khatib, pointed to the necessity of this extension, in addition to providing an opportunity for the company to rehabilitate the infrastructure of the “local and regional” backbone network that was damaged due to the terrorist war on Syria.

At the beginning of the session, Minister of State for People's Assembly Affairs Abdullah Abdullah gave a presentation on the most prominent decisions, procedures and topics taken during the last cabinet session related to service and living issues.

In their interventions on the presented offer, a number of members stressed the need to take measures on the ground to control prices, especially vegetables and fruits, to be strict in combating smuggling, to reduce permit fees for cellular devices, to expedite the recruitment of those laid off from compulsory and reserve service, and to clarify the reasons for the delay in starting the work of the sorted engineers for the benefit of public authorities.

They also pointed out the need to form a committee whose mission is to coordinate with all ministries, especially the Central Bank of Syria and the General Directorate of Customs, to secure missing medicines for higher education and health hospitals and others, and to follow up on the health situation in these hospitals, calling for a reduction in “accurate” tariffs. than 30 percent of its value.

The session was adjourned to 12 noon on Sunday, October 31.
