The Chairman of the Broadcasting Commission and Prime Minister of Rhineland-Palatinate, Malu Dreyer, announced changes on Friday afternoon at the Prime Minister's Conference in Königswinter, North Rhine-Westphalia, which, among other things, should give the relevant broadcasters more freedom of choice.

Reform of public service broadcasting: Dreyer wants "everyone to participate"

“I am pleased that we in the Broadcasting Commission have succeeded in agreeing on specific proposals for reforming public service broadcasting.

We will probably go to a public hearing with them from November 19, ”said Dreyer on Friday.

The Broadcasting Commission hopes that the public hearing will involve many different positions in order to ultimately come to a decision.

"We have had very good experiences with this in the past," announced the 60-year-old.

"Everyone's participation" goes well with the mandate from ARD, ZDF and Deutschlandradio to make an "offer for everyone", explained Dreyer.

The aim of the new interstate broadcasting agreement is, among other things, to arrive at more flexible instruments with which the broadcasters can fulfill their mandate.

Public Service Broadcasting: These changes are imminent

The reform plan therefore provides that only the ZDF main program, as well as the programs from ARD, 3Sat, Arte and the respective third programs have to be played out as linear offers.

Branch programs are given the opportunity to concentrate on other distribution channels.

"According to our current vision, all other offers should have the opportunity to actually make a new decision: Do you really want to continue broadcasting your offers in a linear way or do you want to design it differently," Dreyer explained the step.

This would give the broadcasters contemporary flexibility.

As part of the draft, it was also decided that in future there should be more barrier-free offers - for the visually or hearing impaired, for example.

Rundfunk-Rerform: Dreyer wants to make public broadcasters "future proof"

The federal states, in whose area of ​​competence the Federal Republic's media policy lies, have been working on reforming public broadcasting for a long time.

With the help of international treaties, they can set the framework for the respective broadcasters.

However, it is not about content, as the editorial freedom of the broadcasters must be guaranteed.

The current draft of the federal states is mainly about two points, explained Dreyer: "How can we make public broadcasting future-proof and how can the acceptance and quality of public broadcasting continue to be pushed." Until the reform is implemented can be, it could still take time.

The proposals of the public hearing are to be evaluated in spring 2022, before the federal states' plan is then to take shape in the summer.
