The number of corona infections is increasing.

At an MPK, how to deal with the pandemic in Germany will again be the dominant topic.

  • The “epidemic situation” should no longer be extended by the Bundestag after November 25th.

It is the basis for corona measures in the federal states.

  • Under the chairmanship of Armin Laschet, the Prime Ministers discussed how to proceed at their annual meeting.

    (see preliminary report below)

  • The heads of state are obviously dissatisfied with Minister Jens Spahn's plan: They are demanding a new “legal basis” from federal politics - they do not want to provide the solutions themselves.

Update from October 22nd, 2 p.m.:

After the unanimous vote of the federal states for the nationwide legal framework for corona protective measures, Bavaria’s Prime Minister Markus Söder also sees the SPD, Greens and FDP as having an obligation.

“Unfortunately, Corona is coming back with great force.

The new traffic light majority must not duck, "said the CSU boss on Friday after the end of the Prime Minister's Conference in Koenigswinter, North Rhine-Westphalia.

“We have to be careful in order to get through autumn and winter.

Without a legal basis from the federal government, the citizens would be defenseless. "

Corona: Laschets MPK makes clear demands - detention for Spahn?

Update from October 22nd,

12:52 p.m.: Laschet's predecessor as MPK chairman, the Berlin-based Michael Müller (SPD), also takes the Bundestag and the federal government into account - even after the epidemic situation has ended, a basis for corona regulations in the federal states is imperative .

A lot is conceivable, such as a transitional arrangement or special resolutions by the Bundestag for individual measures.

He also refers to the government crisis in Thuringia *: The states are not always in a position to adopt their own principles and measures in parliament.

The statements could also be interpreted as criticism of Health Minister Jens Spahn (CDU), who specifically questioned the epidemic situation, but at least had made no public proposal for a follow-up regulation. The heads of state apparently do not want to take on this task themselves.

Update from October 22nd, 12.47 p.m.:

Laschet then allows himself a personal statement: It is "something special" to preside over the Prime Minister's Conference. "This office means that in the State Chancellery, in the management of the state, you have to be responsible for all 16", his successor will also make the "special features of the states" visible with a possible traffic light government in Berlin . For Laschet, the annual meeting of the prime ministers that has just ended is the only date at the top of the regional group - he will move from the office of the head of the state of North Rhine-Westphalia to Berlin next week.

Update from October 22nd, 12.40 p.m.:

The prime ministers have agreed on a corona procedure after the end of the epidemic situation.

NRW Prime Minister Armin Laschet has already presented the results at a press conference.

"We still need caution and we still need mechanisms to combat this pandemic," he emphasizes.

The states have made it clear that a reliable legal basis for protective measures is necessary - at the federal level.

Country-specific regulations would lead to "distortions".

Laschet emphasizes that the Bundestag will have to create the basis it is looking for by November 25, when the epidemic situation comes to an end, even without a new federal government.

He mentions, among other things, 2 and 3G rules, contact data surveys and AHA rules as specific ongoing measures.

Corona-MPK: Some rules should remain after the end of the epidemic situation - Müller gives insight

Update from October 22nd, 12:05 p.m.:

The epidemic situation will probably fall in the foreseeable future - but the prime ministers of the federal states will probably agree on an alternative safeguard for the corona measures. This was announced by the deputy chairman of the Prime Minister's Conference (MPK), Berlin's Governing Mayor Michael Müller (SPD) in the morning - at 1 p.m. there is to be a press conference with concrete results.

"I assume that there is - perhaps not entirely unanimously - but a large majority of the country colleagues who say: Yes, that's exactly what we need - at least one transitional arrangement," said Müller in an ARD interview. A lot has been achieved in the corona pandemic, especially through the vaccinations. “Only: we can't sit back and relax.” You can see that in an international comparison *. "We want to avoid that, precisely because we have come such a difficult road behind us, but have now achieved so much, we don't want to gamble it away lightly."

So far, with the federal resolution, there has been a uniform legal framework for all states.

The MPK has now formulated a proposal (

see preliminary report

) and will continue to discuss it on Friday, confirmed Müller.

It is stated in it that one does not want an exit from the decision-making situation overnight, but at least wishes for transitional measures or at least certain individual measures at the federal level that make it possible to continue working with the distance and hygiene rules, mask requirements and contact restrictions.

Preliminary report:

Bonn / Munich - The Corona incidence is scratching again at the 100 mark nationwide.

On Friday morning, the Robert Koch Institute reported more than 19,500 new infections within the last 24 hours.

It's that time again: The coronavirus * is the dominant topic at the Prime Minister's Conference (MPK) on Friday.

The heads of government are particularly concerned with the move by Health Minister Jens Spahn: Will there be an early end to the epidemic situation?

MPK: Corona draft resolution for autumn and winter months

The prime ministers of the federal states will end their annual meeting on Friday on the Petersberg near Bonn. At 1 p.m. North Rhine-Westphalia Prime Minister Armin Laschet * (CDU) and MPK Deputy Chairman Michael Müller will present the results. Due to the negotiations between the SPD, FDP and the Greens for a traffic light coalition, which began in Berlin at the same time, not all heads of government had come to the annual meeting. For Laschet it is the first round as MPK boss - and for him as well as for Müller it is also the last conference among the state heads of government. Both are leaving their offices to move to the Bundestag.

According to information from the German Press Agency, a draft resolution for further legal safeguarding of protective measures is on the table of the state chiefs, agreed by the state chancellery.

In it, the prime ministers insist that practiced corona standards indoors remain fundamentally necessary even in the autumn and winter months.

This includes the so-called 3G rule (vaccinated, recovered, tested), the mask requirement, a minimum distance and regular ventilation.

End of the Corona emergency?

- "We absolutely have to avoid that"

Following a move by Federal Health Minister Jens Spahn *, politicians and experts had recently discussed controversially. Spahn had spoken out in favor of ending the so-called epidemic situation of national scope at the end of November. The regulation must be passed by the Bundestag every three months. In his proposal, the CDU politician referred to the possibility that protective measures could also be ordered at the state level in the future.

Meanwhile, there were calls for transition periods from the federal states. The Bavarian Prime Minister Markus Söder (CSU), among others, expressed criticism of Spahn's approach. He warned of an end to the epidemic situation at the federal level. If there is no extension, “de facto there is no longer any legal basis - no matter what. Neither for testing in school, nor for masks, nor for completely normal ideas like 3G plus, or 2G or 3G, ”said Söder on Thursday in the Bavarian radio.

Klaus Holetschek, the Bavarian Minister of Health, made a similar statement in the

Augsburger Allgemeine.

Test evidence and mask requirement * would then no longer have an express legal basis.

"We absolutely have to avoid that - because we will need further protective measures in view of the possible increase in the number of infections in winter," said Holetschek.

MPK on Friday: Economic consequences of the coronavirus pandemic

In addition to the discussion about the end of the regulation, the economic consequences of the pandemic also play a role in the Prime Minister's Conference.

The state of North Rhine-Westphalia makes a proposal on "Lessons from the pandemic".

Among other things, the paper recommends “establishing complete supply chains in Europe in the medium term in sectors that are relevant to the crisis and the system.” In this way, Europe should achieve greater independence from the world market.

With regard to the coronavirus, increased penalties for forged vaccination passports and test certificates also play a role.

In addition, a balance sheet of the national flood aid after the 2013 flood is to be discussed at the annual conference.
