Luxembourg allows cannabis cultivation for personal use

While the future traffic light coalition in Germany is discussing the legalization of cannabis, Luxembourg is already one step further: adults will in future be allowed to have four cannabis plants in their homes.

In future, cannabis may be grown in Luxembourg on a smaller scale for personal use.

This emerges from a package of measures by the Luxembourg government to combat drug-related crime, which was presented on Friday.

According to this, people over 18 will be allowed to grow up to four cannabis plants per household in the future.

However, the possession and use of cannabis in public remain prohibited.

The government coalition in Luxembourg has been pursuing plans for some time to legalize the cultivation, sale and consumption of cannabis for personal use. According to the EU Monitoring Center for Drugs, based in Lisbon, Luxembourg would be a pioneer in Europe with such far-reaching regulations. Cannabis is also only tolerated in the Netherlands. The implementation of the plans in Luxembourg is a long time coming, the government cites the corona pandemic as one of the reasons for the delay.

According to the government, the package now presented with 27 individual measures is aimed at the current situation. For example, simplified criminal law should apply to the possession and purchase of up to three grams of cannabis. The scope of the fines provided for this is to be reduced from currently 251 to 2500 euros to 25 to 500 euros. Among other things, an increased police presence and body cameras for police officers or a drug prevention concept for schools are planned.

In Germany, too, the debate about the legalization of cannabis has picked up speed after the federal elections: So far, the sale of cannabis products has been officially banned in Germany.

Possibly, however, it should be legalized under a traffic light government made up of the SPD, Greens and FDP.

However, the parties still disagree on the question of where and to what extent sales can be made.
