The spokesman for the DAB’s transport affairs and a member of the Legislative Council, Chen Hengpin, said that he was worried that the East Rail would not be able to cope with the flow of people after the opening of traffic, and called on the MTR to formulate a response method as soon as possible.

Chen Hengpin said that the cross-sea section of the East Rail has been delayed for a long time. From the initial forecast of 2019 to mid-2022, the public is looking forward to it.
However, after the East Rail line was changed from 12 trucks to 9 trucks, it was already very crowded on weekdays. If the cross-sea section to Admiralty is opened again, he is concerned about whether the MTR can cope with such a huge flow of people.
The Tuen Ma Line will cross the harbour section of the East Rail at Hung Hom Station. Chen Heng-pin expects that residents of New Territories West will transfer to the East Rail to cross the harbour at Hung Hom Station, causing the Hung Hom Station to form a bottleneck. After waiting for a lot of buses, we can cross to the sea first."
He said that this is believed to be a great worry for the residents of East Rail. The MTR has to propose measures to solve it, such as increasing the frequency of trains, opening special trains at special times, and driving in the middle of the route to ease the flow of people.
The MTR has multiple routes with different fare benchmarks.
Chen Hengpin said that based on the experience of the Tuen Ma Line, some stations appear to be more expensive, while others are cheaper. MTR needs to explain whether the new route will continue the East Rail fare standard.
During the construction of the East Rail cross-sea section, there were many problems, including the To Kwa Wan platform and the Hung Hom station platform. Although there is no final quotation, it has definitely exceeded the budget by more than 10 billion yuan.
Chen Hengpin said that the Shaanxi-Central Line has caused people to question the MTR's construction and supervision capabilities. He hopes that the MTR will learn from the lesson. At the same time, the government should consider introducing competition to allow different builders to build the railway to reduce the pressure on the MTR.
He also hopes that the MTR can compensate the public and provide concessions after it is opened to traffic.

In addition to additional trains during peak hours, Chen also suggested using concessions to attract passengers to work flexibly in order to ease the flow of people.
The Shah-Central line project is coming to an end, but the amount of overspending has not yet been accounted for. Chen Hengpin hopes that the MTR will announce the final cost so that the public will be clear.
