Ahead of the budget transfer, the Bennett-Lapid government is expected to soon approve more than two billion shekels for coalition funds, intended to fund the political demands of ministers, MKs and factions and the political agreements signed with the formation of the government.



The draft decision-making proposal shows that the total amount of coalition funds is about NIS 800 million larger than the original wording of the decision, which was approved by the government last August in parallel with the state budget.

So, the government approved a total of about 1.4 billion shekels - 700 million in 2021 and 700 million in 2022.

The draft of the new resolution shows that the total amount has risen to 849 million in 2021 and 1.2 billion in 2022.

The decision on the coalition funds is expected to be approved by the government in parallel with the decision to approve the five-year plan for Arab society for the years 2022-2026, amounting to tens of billions of shekels. The plan may be approved by the government as early as next Sunday, but it may be postponed for a few more days.



The decision-makers' proposal does not appear on the agenda of the next cabinet meeting, nor is the details of the plans as it appears in the accompanying document missing, and apparently does not yet include many of the plans and requirements that will be added and detailed ahead of final approval. Among the programs budgeted for coalition funds are NIS 165 million in the Ministry of Education to support youth movements, a demand by the Labor Party, and NIS 30 million for the LGBT community, a demand for blue and white and there is a future.



Another issue on which there is broad consensus in the government, to which a lot of money is expected to be transferred, is the treatment and prevention of sexual assaults, treatment of sex offenders and domestic violence: more than NIS 80 million will be allocated in the next two years to various programs in the Ministry of Welfare.

At the request of the Labor Party, NIS 2 million will also be allocated to encourage women's sports and NIS 5 million to the Authority for the Advancement of Women, and additional budgets will be allocated to student villages and frameworks for children and youth at risk.

The document shows that Health Minister Nitzan Horowitz, who recently presented a comprehensive plan for mental health reform, is expected to receive about NIS 90 million in the next two years for mental health services, which will be used, among other things, to treat addictions and eating disorders.

The document also states that for the right-wing demand, the Ministry of Education will allocate NIS 187 million, including programs for religious Zionist youth, national service and volunteer teachers and Torah nuclei, in addition to NIS 15 million allocated to the National Civil Service Administration, and the Prime Minister's Office NIS 182 million. In addition, the decision indicates that the government is expected to transfer NIS 140 million to support Ariel University, and NIS 54 million to the Israel Antiquities Authority for further archeological development in the City of David. The Ministry of Religious Affairs, headed by Minister Kahana, will allocate NIS 204 million to support religious services, establish religious institutions and establish a Jewish identity administration. NIS 40 million will be transferred to the Ministry of Defense at the same time, the Ministry of Diaspora will be given a budget of NIS 40 million for the establishment of a Division for Renewable Judaism, which will deal with the Reform and Conservative currents that appeared in the coalition agreements with the Labor Party.



The Minister for Social Equality, Meirav Cohen, will receive a budget of NIS 135 million for programs for the elderly, to encourage employment and prevent loneliness.

Yisrael Beiteinu, the party of Finance Minister Avigdor Lieberman, will receive seven million shekels from the budget of the Ministry of the Negev and the Galilee to prevent the suicide of new immigrants and cultural events in the periphery.
