The 22 working groups should be ready by November 10 at 6 p.m. so that Germany can get a government made up of the SPD, Greens and FDP for the first time.
So that nothing can go wrong, the party leaderships of the potential traffic light coalition have apparently given their negotiators precise guidelines.
All teams should document their results and interim results in the same way, according to the guidelines that are available to the Reuters news agency.
Reports should be a maximum of six pages long: "Font size 11, Calibri, line spacing 1.5".
Negotiations are allowed on all days - with the exception of the weekends.
"Negotiation time from 11 am to 5 pm." And: "November 3rd is a free day for negotiations." The party leaderships expect clear results from the negotiators: "Compromises should be found within the working groups, the transfer of disputed points remain the exception."
A structure with six sections is required for the result papers. The last one is called: »Financially effective measures (please enter in table)«. In the appendix there is a sample table with several columns in which the budgeted funds are to be broken down by year. For this purpose, it must be indicated whether they have budgetary impact or whether the projects are financed in some other way. It must also be clear whether these are classified as investing or consuming.
In the meantime, there are still disagreements among the future traffic light coalitionists on questions of financing and, in particular, national debt.
SPD General Secretary Lars Klingbeil tried to defuse the conflict on Friday: He was confident that the planned investments would be financed to a lesser extent with debt than was generally expected.
FDP leader Christian Lindner warned against taking advantage of the suspension of the debt brake in 2022.
