Better styrofoam than carbon

Landsberg - A landmark decision is due in the city council tomorrow evening. It is intended to initiate the new “Isotex-Straße” development plan and, at the same time, the change in the land use plan for the area in the south of Lechstadt. This is intended to create the basis for the planned expansion of the Bachl production facilities. This news came as a surprise, as the 3C-Carbon Group, which is based in the former Lechrain barracks, had registered a need for the area in question for years, most recently in the spring.

This news came as a surprise, as the 3C-Carbon Group, based in the former Lechrain barracks, had registered a need for the said area for years and most recently in the spring.

For Landsberg's municipal administration, the Bachl process is progressing at a record-breaking pace. According to research by KREISBOTEN, the insulation manufacturer is said to have only auditioned and heard about his plans at Katharinenstrasse 1 in mid-July of this year. Only three months later, all documents have been worked out, the city council can decide to draw up the development plan with the green space plan, as well as changing the zoning plan. Susanne Flügel contradicts this representation in part: "First preliminary talks" with Bachl representatives were held about possible expansion plans of the insulation manufacturer as early as 2018, according to the city's press spokeswoman.


The planned planning area (see aerial photo below) with 28.7 hectares is located north of the Isotex road, which leads from the B17 directly to Bachl and Erpfting.

Four hectares of this are currently still urban land and are used for agriculture.

The residential development in the south is outside the scope;

Bachl says he wants to build two buildings there with a total of 32 apartments for employees.

Basically, the Bachl Group, based in Röhrnbach in the Freyung-Grafenau district, would like to secure the Landsberg location in the long term.

In order to remain competitive, new halls and storage areas are required as well as an optimization of the inbound and outbound transport routes (KREISBOTE reported).

An expansion of the inventory is out of the question in the west, according to the urban planning department in the meeting proposal, since the production area located there is too far away from the block storage planned in the northeast.

While the extension to the north on a suspected contaminated site is only "sensible" from the urban planners' point of view, they classify the expansion to the east as "expedient" and "unreservedly sensible".


Balance disorders


In the management floor of 3C-Carbon you literally feel offended by the latest developments. Last but not least, the repeated plans to expand outside the former Lechrain barracks resulted in the city council's decision to take part in the architecture competition “Europan 13 - The Adaptable City 2” seven years ago, at the instigation of the then city architect Annegret Michler. Europan is an initiative supported by 19 European countries to develop innovative and experimental approaches to architecture and urban planning. 3C-Carbon was also on board. The aim of the development in the former barracks area and generally in the south of Landsberg is "to make the outstanding landscape for people to experience without disturbing the ecological balance",said 3C managing director Karsten Jerschke at the time. And contributed a high five-digit amount to the competition costs of 135,000 euros and to the ideas deepening workshop.


But no sooner had the three most promising competition ideas been chosen than a subsidiary of the German Federal Environmental Foundation (DBU) caused the first imbalance: It launched the Andernachhof national natural heritage with 58 hectares. This made the factory settlement proposed by Europan in the north of the 3C area unthinkable.


However, the competition idea of ​​the Polish team "Forest First" shows an alternative: the "Wiesbach settlement" for company apartments.

At the same time, the 3C-Carbon-Industrial-Park II was registered on the area east of the Bachl area (see map below).

The city planning office was still working with this paper in March of this year - in connection with the overlap caused by the photovoltaic open-space system that has meanwhile been adopted there.

Regardless of the representations on the city map, press spokeswoman Flügel emphasizes: “The direct coverage of the Europan ideas competition did not affect the areas east of the Isotex / Bachl company”.

With 3C-Carbon, this and the discovery of the Bachl plans will cause the next imbalance in relation to the city. Because the high-tech company has been emphasizing for years, almost like a mantra, that it needs appropriate areas outside of the Lechrain Technology Park for further development, and for good reason relied on the area west of the B17 at Bachl and south of it.


At the request of the KREISBOTEN, city press spokeswoman Susanne Flügel confirmed that there had been talks between 3C management and city leaders in the spring - in connection with the Friedheim PV system.

The need for expansion signaled by 3C is "generally supported" by the city.

That is why the development plan for the technology park is currently being planned - “especially with regard to expansion options.” And west of the B17?

Besides Bachl, does there still remain room for further commercial property?

The city spokeswoman answered this question evasively: To the west of the planned Friedheim PV system, additional areas for 3C carbon were "considered" in the Europan competition.
