It was one of the flagship measures of Narendra Modi's government after coming to power in 2014: providing domestic gas to poor households who use wood or cow dung for cooking.
In May 2016, the leader of the Hindu fundamentalist right launched the Pradhan Mantri Ujjwala Yojana.
This program aims to equip 80 million households in four years by providing them with a free first cylinder.
The government also pays the deposit for the cylinder and donates the hob.
The success is immediate.
The percentage of families covered goes from 61 to 94% in three years.
Fall and surge in prices
While the measure is being put in place, the central power is accelerating the reform of aid for gas.
In June 2013, the previous government had started paying the subsidies into the beneficiaries' bank accounts instead of selling the carboys at subsidized prices.
