When citizens become biogas producers

FIGARO DEMAIN - The “Shared energy” association supports residents, farmers and elected officials in carrying out local projects.


In Préchacq-Navarrenx, in the Pyrénées-Atlantiques, slurry, manure and bio-waste have been transformed into biogas since 2018. And this thanks to the tenacity of fifteen farmers supported by “Shared energy”. This association intervened financially, with an investment of 412,500 euros (out of a total budget of 5.6 million euros), in the form of savings collected from citizens. But above all, it supported the project morally, by leading the dialogue with residents, fearing strong odors, or even local communities.

“Among the 256 citizen renewable energy projects that we are monitoring, those concerning anaerobic digestion (6 to date) are the most complete, because they allow the generation of several energies (heat, gas, electricity), but also the most complex to implement. artwork",

explains Marc Mossalgue, communications manager at “Énergie Partée”.

This association, founded in 2010, has made the demystification of renewable energies its specialty, just like Cler for example.

28,000 citizen shareholders and 523 communities

Unlike this other network supporting the energy transition at the national level, the leaders of

Shared energy” support citizens in the transition from theory to practice.

The latter can thus finance production units against remuneration proportional to the income generated, but are especially encouraged to participate in the governance of the facilities.

Solar is the popular technology (201 projects out of 256), in particular because the installation of panels can be done in six months, against six years or more for other projects.

Nearly 28,000 citizen shareholders and 523 communities produce their green energy with “shared energy”. That is to say a cumulative capacity equivalent to the annual consumption of 900,000 people in electricity and 17,000 people in heating. However, this represents less than 1% of renewable energy production in France, while citizen cooperatives account for more than 50% of the German market.

“The energy transition must happen quickly. But care must be taken not to favor quantity over quality. If local citizens are informed and involved in a project, the chances of success are higher ”

, believes Marc Mossalgue.

The association has just mobilized more than 300 economic and political representatives to challenge the public authorities on a decree published in early October.

This would favor energy companies, by prohibiting the accumulation of aid from the State and local communities, which is the case for many citizen projects.

“Shared Energy” still hopes to turn the tide.

Because in this network, which maintains that the benefits of its projects are also

"social and democratic"

, the emphasis is as much on sharing as on energy.
