The ADAC provides information on the current cruise rules on its website: "All travelers returning must be able to present one of the following documents when entering Germany: a current corona test, proof of a complete vaccination or proof of recovery."

However, certain rules also apply on the ships themselves, as the ADAC reports: "In the meantime, the cruise association Clia, the largest association in the cruise industry, has decided on a general Covid 19 test obligation for the crew and all guests." The obligation applies to ships 250 passengers.
