The 8-year-old boy had been dead for a year and
his body was already decomposed
.
The sheriff, who described the situation as "
heartbreaking
", explained that the brothers lived in "
deplorable conditions
" and that the older one was in charge of taking care of and feeding the others.
His apartment, which is in a housing complex,
lacked electricity
.
A neighbor had bought them food and helped them recharge a cell phone.
The authorities focus part of the investigations on understanding why no one alerted about the situation that the minors were going through.

The three were taken to a hospital and by order of a judge are already under the guardianship of the state Department of Family Services.
