The Paris administrative court rejected Thursday, October 28, on the grounds of the lack of urgency, the appeal filed by the mayors of Aubervilliers and Pantin in Seine-Saint-Denis, contesting the installation for more than a month of drug addicts near a disadvantaged neighborhood.

The summary judge considered that "

the condition of urgency cannot be regarded as satisfied

The administrative court was considering the summary suspension - emergency procedure - filed by the municipalities of Aubervilliers and Pantin.

Transfers already made

They challenged a decree of September 24 from the Paris police prefect ordering the removal of drug addicts from the Jardins d'Éole district, in the north-east of Paris, to a square in the 19th arrondissement on the edge of the ring road. However, the urgency is not demonstrated because "

the transfers

" of some 150 drug addicts targeted - sole subject of the offending decree - have already been made, estimated the judge. Although settled in Paris, users of crack, a smokable, inexpensive and highly addictive derivative of cocaine, roam the Quatre-Chemins, a poor district straddling these two communes of Seine-Saint-Denis.

Despite weekly demonstrations by residents and tensions, no solution has been found.

Ordered by the Paris police headquarters, a wall between Aubervilliers and the Parisian square was built, supposed to prevent drug addicts from entering the suburbs.
