to reestablish a transitional government led by civilians
" by expressing its "
deep concern at the seizure of military power
", in a unanimous statement in short of the strong condemnation of the coup d'etat the day before by the African Union.

After several days of laborious negotiations, the text drafted by the United Kingdom and heavily watered down by Russia also calls for the resumption of a political dialogue "
without preconditions
", the "
immediate release
" of those arrested and respect for "
right of peaceful assembly
”.
The declaration of the Security Council, which met on Tuesday at the request of the West, also denounces the "
suspension of certain transitional institutions
", "
the state of emergency and the detention of Prime Minister Abdallah Hamdok as well as other civilian members of the government
”.
At China's insistence, according to a diplomat, the Council's text includes consideration of the Prime Minister's return to his home on Tuesday evening.
The latter, however, remains deprived of his freedom of movement, according to the UN.
"The importance of full respect for human rights"
Negotiations between members of the Council, which began with the coup on Monday, took place against the backdrop of a renewed struggle for influence over Sudan between the West on one side and Russia in particular on the other.
A first text at the beginning of the week had spoken of "
condemning in the strongest terms
" the seizure of power by the military, before this expression was withdrawn from the draft declaration.
