As of August 31, the Office of the Personal Data and Privacy Commissioner has received a total of 20 complaints about restaurants failing to properly handle customer registration data. The Office has investigated 14 restaurants and requested corrections.
Among them, 8 restaurants, including Triple O's in Admiralty and Sadness Hot and Sour Noodles in Mong Kok, were accused of requiring customers to use a shared registration form.
The Privacy Commissioner has issued enforcement notices to all the restaurants involved, requesting appropriate and feasible data security measures.

Of the 20 complaints received by the PCPD regarding the failure to properly handle customer registration data, 6 were unsubstantiated after preliminary investigations, and the remaining 14 have requested corrections.
One of the cases involved the big-corner mouth "Niu Ji". The complainant stated that he needed to fill in information on a piece of A4 paper with multiple squares, and the complainant had to register on a piece of A4 paper with multiple squares.
Niu Ji explained to the Office that he would cut the designed A4 paper into multiple independent notes for customers to use. However, the independent registration notes in the store were used up that day, and the clerk instructed the customers to fill in the information on the paper.
When the Commissioner’s Office dispatched personnel to inspect on April 26 this year, Niu Ji had a registration form of this design on the collection box, but there were only two blank squares on the separate registration note, which did not indicate the information items to be filled in.
The Privacy Commissioner pointed out that if restaurants temporarily use unopened forms for registration purposes due to poor arrangements, the situation is the same as sharing registration forms. The situation is unsatisfactory. Even if the registration notes are cut, the design is simple and there is no indication of what information to fill in. It also failed to inform customers of the purpose of collecting data.

According to the PCPD, 11 restaurants use shared registration forms or registration books for customers to fill out at the in-store registration office, including Mong Kok Sad Hot and Sour Noodles and Admiralty Triple O's.
The Privacy Commissioner stated that the shared registration box allows registered customers to view earlier registered information and the content of other pages. This is absolutely undesirable.
