President Herzog at the ceremony marking the massacre in Kafr Qassem: "In my name and in the name of the State of Israel - sorry"
Herzog was the first official to apologize on behalf of the state at a ceremony commemorating the 49 dead, after Peres did so as president during a visit to the city.
"Killing and harming innocent people is strictly forbidden. They must remain above all political controversy," Herzog clarified, amid a storm surrounding the law for official recognition of the massacre.

President Yitzhak Herzog apologized today (Friday) for the massacre in Kafr Qassem on behalf of the state.
"In my name and in the name of the State of Israel - sorry," he said at a ceremony in memory of the 49 dead, and became the first official to do so, amid a storm surrounding the law for official recognition of the massacre.
Before him, Reuven Rivlin attended the ceremony and Shimon Peres apologized for visiting the city, but neither of them did the two things together.
"Killing and harming innocent people is strictly forbidden. They must remain above all political controversy," he said.
"I bow my head to the memory of the forty-nine dead, bow my head to you, their families, and to the residents of Kfar Qassem for generations."
