Chen Haohuan fined 8,000 for failing to hand in FDC information

The defendant, Chen Haohuan (25 years old), was charged with one count of failing to comply with the notification requirements to submit information, alleging that he was in Hong Kong on May 6, 2021, as an officer of the Civil Human Rights Front or a person who managed or assisted in the management of the society in Hong Kong. The notice has been served in accordance with Section 15(1) of the Societies Ordinance, Chapter 151 of the Laws of Hong Kong, and the notice has not been complied with within the specified time limit.

Chen Haohuan was charged not long ago for participating in the demonstrations and was imprisoned the year before. Later, he was accused of failing to submit FDC information. Chen Qiuqing said that he was very tired of being charged every month.

According to the case, the FDC registered as an association under the "Societies Ordinance" in July 2006 and notified the police of its dissolution in September of the same year.

Since then, although FDC has not submitted relevant applications, it has remained active, and its website and social media pages have been updated.

Chen served as the deputy convener of the FDC from 2018 to 2020 and became the convener from 2020 to 2021.

The police sent a letter asking why it was not registered as a legal society

The police issued a written notice to FDC and Chen and others on April 21, 2021, requesting information explaining why they have not been registered as a legal society before May 5, but the notice was returned because it could not be served.

On the 26th of the same month, the police handed over a copy of the written notice to Chen at the Mong Kok Police Station. Chen replied by email on May 4 that the police would not answer relevant questions.

Pleaded that the police once described FDC as a partner

Chen later expressed his own feelings that since the establishment of the FDC, it has been committed to providing a communication platform for civil society and allowing the general public to speak out.

The FDC has maintained a cooperative relationship with the police for the past 19 years. The police once referred to the FDC as a "cooperative partner." The then Chief Executive Liang Zhenying also referred to the FDC as a "friend."

During this period, the police never requested or reminded the FDC to register as a society, until Chen's role as a convener in 2021 was questioned about FDC's legality.

Saying that it’s very tiring to be charged every month

Chen Xu pointed out that the FDC did not register in the early years because it did not agree with the Societies Ordinance and the Public Security Ordinance, and they now refuse to submit information for this reason.

In the end, Chen said that although he was very tired of being charged every month, he still had to embrace hope in the annoyance, and sent a message to the people of Hong Kong: "Bit by bit will offset the disappointment. One day we will meet us in search of utopia."
