The various government ministries have submitted their budget proposals for the fiscal years 2022-2021, including the Ministry of Transport, which has proposed several lines that will affect our lives in the near and far term.



The Ministry of Transportation places the development of public transportation infrastructure at the core of the budget.

Among the budget items, the ones that will probably mature at an earlier stage are the public transport routes on the busier roads.

For these purposes, about NIS 3.3 billion has been allocated to Netivei Israel's five-year plan.

At a later stage, the highways from which shuttles to Tel Aviv will be operated, as well as the huge parking lots in Shefayim and Rishon Lezion, amounting to NIS 7.7 billion, will also enter into operation.

Other projects that are to be implemented over the next year are improving availability and adding activity to the existing bus lines today. NIS 330 million will be allocated for this purpose, which will include diverting travel from the heavy rail to the light rail, populating new neighborhoods under construction and promoting public transportation among Arab society. According to the Minister of Transportation's vision, NIS 200 million will also be allocated to expand the supply of drivers and improve service in the ministry's five-year plan. Among other things, the improvements to the service of erecting sheds at the bus stops, improving accessibility and more will be included. The green vision of public transport will be reflected with a plan to accelerate the electrification of the bus fleet and establish a suitable charging infrastructure.



Over the next few years, the plan that will serve Israel's three major metropolitan areas is detailed: adding the purple and green line to the light rail in Tel Aviv (about NIS 29 billion), adding light rail lines in Jerusalem, including extending the red line and adding the green and blue line (about 22 NIS 1 billion) and in Haifa the continuation of the Matron project (approximately NIS 2.2 billion) and the construction of the Nazareth-Haifa line, the cost of which is estimated at NIS 7.6 billion.

In the future term of a decade or more, the budget proposal states that in everything related to the metro project, a budget will be allocated for tenders for management, planning, expropriations, promotion work and more, although without specifying amounts or schedules.

In addition, subject to the approval of the Metro Law, the Metro Authority will be established in the Ministry of Transportation, which will be responsible for supervising and controlling the project.



Outside these centers, NIS 9.7 billion will be allocated for the construction of the complementary railway line to the coastal railway.

The "Eastern Railway" will continue east of Hadera, through Kfar Saba and Rosh HaAyin to Lod.

NIS 46 million will be allocated to a number of railway projects such as doubling the coastal railway, building a railway bypassing Lod, extending the railway in Jerusalem to the Khan station, purchasing new equipment, improving safety and more.

Congestion Tax: Where does the money come from and where will it go?

What we call in the budget documents "Tax for managing the demand for travel by private car in Gush Dan" Most of us know as the congestion tax: a fee that will be collected from those entering and leaving Gush Dan by private car on weekdays and during the morning and afternoon rush hours.

The overarching goal is a 30 percent reduction in overall traffic loads by a 15 percent reduction in vehicles, assuming every vehicle enters also means an outgoing vehicle.

Since the alternative to the private vehicle will be public transportation, the ministry specifies the set of planned actions that will allow, and in fact will be a condition, for that congestion tax;

The planning includes improving the railway infrastructure so that it can provide a broader solution, through the construction of tracks, carriages, extension of platforms and more.

The three light rail lines, Hana and Sa parking lots, increasing the frequency of lines, adding new lines, paving public transportation routes, new bus terminals, paving bicycle paths and improving walking space will also be promoted.

If the collection of the toll is approved, a five-year plan will be promoted that will increase the annual budget for public transportation for the purpose of improving the service by NIS 2.7 billion, with an emphasis on rapid implementation in the toll areas.

In contrast to earlier publications by the Ministry of Finance that talked about revenues estimated at NIS 1.3 billion, in the budget detail of the Ministry of Transportation, it turns out that the amount is half as low - only NIS 700 million.

The rest of the amounts will come from changes in tariffs on public transportation (about NIS 300 million), budget deviations of inefficient service lines (NIS 200 million), from the Arab Company's five-year plan (NIS 150 million) and more.
