The Hong Kong People's Rights and People's Livelihood Party, chaired by Xiao Sijiang, filed a lawsuit in the High Court in the name of a company, requesting the Secretary of Justice to sue Chen Tongjia in Hong Kong for the case, and also claimed that Chen would be saved from death when he was tried in Hong Kong.


The plaintiff, Sino Moral Limited (Sino Moral Limited), the company conducts activities under the "Hong Kong People's Rights and People's Livelihood Party".

The defendants are the Secretary of Justice, the Commissioner of Police and Chen Tongjia.

The plaintiff alleged that Chen Tongjia was suspected of murdering his girlfriend Pan Xiaoying in Taiwan in 2018 before returning to Hong Kong.

He was imprisoned in Hong Kong for money laundering crimes and has already served his sentence.

The plaintiff continued that the deceased was a Hong Kong citizen, and the Secretary for Justice could sue Chen in Hong Kong in accordance with Article 19 of the Criminal Procedure Ordinance, and the local courts should also have the power to deal with it.

The plaintiff emphasized that the death penalty is enforceable in Taiwan.

Chen's conviction in Hong Kong is better than his conviction in Taiwan, and it can save him from one death.
