Bavaria - Since there is a risk of overloading the health system in several regions of the Free State, the Bavarian state government set regional thresholds and additional infection protection measures this morning so that the local authorities can react to the local situation.
The current 14th Bavarian Infection Protection Measures Ordinance is initially valid until November 24th and will be changed with effect from Saturday, November 6th, in the following points:
After the autumn
break,
a
mask is
again
required in the school building
for one week at primary schools and for two weeks at secondary schools
.
in accordance with the same rules as at the beginning of the school year: regardless of the minimum distance, pupils must also wear their masks in the field.
In grades 1 to 4, a textile mouth and nose cover is sufficient, all other students are obliged to wear a medical mask.
If a classmate is infected, all classmates will have to be tested every school day for a week.
The new
regional "hotspot regulation"
provides that in counties that belong to a control center area in which the available intensive care beds are already at least 80 percent full, and in which a seven-day incidence of 300 is exceeded at the same time The same rules apply as are provided for a nationwide red hospital traffic light. The respective district administrative authority informs the population when the two thresholds mentioned have been reached. The stricter rules come into force on the day after this announcement. They are lifted again as soon as the district administrative authority determines that at least one of the two values has remained below the specified threshold for three days. If the
red level is
reached, the following applies:
Facilities, events, etc. that are otherwise accessible according to 3G rules are then only
accessible
according to
2G
, i.e. only for vaccinated and convalescent people, not for those who have been tested.
The gastronomy, hotel establishments and body-friendly services are excluded here.
Here it stays with 3G plus.
In universities and extracurricular educational offers as well as libraries and archives, the possibility of access also applies with a quick test (3G).
The 3G access regulation, for which a simple quick test twice a week is sufficient, applies in companies with more than ten employees, as well as for all employees
who have
contact with other people
at work
- regardless of whether they are customers, other employees or other people.
However, this does not apply to retail and public transport.
In the event of a nationwide overload of the health system, the
hospital
traffic light
also
signals
:
The
yellow level
applies as soon as either more than 1,200 corona patients have been admitted to a Bavarian hospital nationwide in the previous seven days or - this is new - nationwide more than 450 intensive care beds with corona Patients are occupied.
As soon as one of the two alternatives works according to the determination of the State Ministry of Health and Care, the following applies nationwide from the day following the determination:
the
FFP2
mask again as the mask
standard
.
In school and for children and adolescents, the usual special rules apply again: cloth mask in elementary school, otherwise medical mask.
All facilities, events, etc. that were previously accessible according to 3G rules will then only be
accessible
according to
3G plus
: Non-immunized persons can therefore only participate with a current PCR test.
In contrast to the voluntarily applied 3G plus rule, there is no relief, for example for mask, distance or personal limits.
The only exceptions are universities and extracurricular educational offers, as well as libraries and archives - here the possibility of access also with a quick test (3G) applies.
2G is mandatory
for clubs, discos, brothels and comparable
leisure facilities
.
Care facilities
should be able to be obliged to implement test concepts that provide for mandatory tests (rapid antigen tests or PCR tests) for staff and visitors at least twice a week, regardless of the vaccination status.
The federal government is requested to create the necessary prerequisites for this, in particular in the protective measures exception regulation.
The
red level
applies as soon as more than 600 intensive care beds across the country are occupied with corona patients.
As soon as this has been determined by the State Ministry of Health and Care, the above-mentioned rules apply nationwide from the day following the determination.
In the future, contact persons of corona infected people will only be able to free themselves from
quarantine
after seven days
, not as before after five.
Hospitals and their employees
are faced with special challenges due to the increasing number of corona patients.
To mitigate economic disadvantages as well as to recognize the personal achievements of employees, a six-month aid program worth 35 million euros will be launched with effect from November 1, 2021 with the following key points:
Hospitals receive per COVID-19 patient per Day in the normal ward 50 euros and for treatment in the intensive care unit 100 euros based on the reports in the IVENA reporting system.
At least 50 percent of the funds are to be passed on by the hospital as a bonus to clinic employees, in particular to nursing staff, who are particularly stressed by the ongoing pandemic.
“For a safe autumn and winter”, the Bavarian state government appeals urgently to the population to take advantage of vaccination offers and to be vaccinated.
