The Housing Authority had completed research on the reconstruction of the factory building earlier, and finally planned to demolish four industrial buildings for public housing development, including the Wang Cheong factory building in Cheung Sha Wan.
According to documents submitted by the Housing Authority, the industrial building will be rebuilt into two residential buildings, which are expected to provide 1,200 units and accommodate approximately 3,240 people.
The platform of the building will have a rest area and a children’s playground for residents to use.
The Housing Authority expects to start construction in 2023 and complete it in 2030.

Housing Authority documents show that after the demolition of the Wang Cheong Factory Building, it will be converted into two residential buildings. The plot ratio for the residential part is 7.5 times, the total plot ratio is up to 9 times, and the height of the building is no higher than 152 meters above the main level benchmark. With a total floor area of 72,000 square meters, it will provide approximately 1,200 units and is expected to accommodate approximately 3,240 people.
There will be retail shops on the ground floor of the building close to Lai Chi Kok Road, and two floors of the two buildings will be equipped with social welfare facilities or offices. The authorities initially plan to build an elderly day care center, a children’s home, a short-term food assistance service team, and the mentally handicapped. Personnel assistance dormitory, etc.
The building will also be equipped with parking facilities.
In addition, there will be residential platform greening and rest areas around the two buildings, as well as public rest areas. The former will have children's playgrounds for residents to use, while the public rest areas can be enjoyed by the public at will.
The roads near the site also need to undergo improvement works in response to reconstruction, including widening part of the traffic lanes and modifying road markings.
The Planning Department has also recently submitted documents to the Sham Shui Po District Council regarding the redevelopment of industrial buildings and the Kan Shin Lane redevelopment project announced by the Urban Renewal Authority. The government land on the street is rezoned from the "Open Space" zone to "Residential".
As for the URA’s Cheong Wah Street/Cheung Sha Wan Road development project, the Planning Department proposes to rezone a part of the existing Sham Shui Po Sports Ground to "Open Space" and Cheung Sha Wan Road to be rezoned as a "road", and Rezoning two small plots of land on Cheung Sha Wan Drive to "Other Specified Uses" annotated "Business" zone.
The Housing Authority will rebuild the Yeon Industrial Building in Kowloon Bay in 2023 and provide 2200 units for public housing conversion.
