The resolution, brought by Welfare Minister Meir Cohen, is based on a similar proposal formulated by former Economy Minister Amir Peretz at the end of the previous government, which never went to the polls.
The proposal was included in the coalition agreement between RAAM and Yesh Atid, which stipulated that the government would approve the move within 45 days of its establishment.

The final decision proposal includes, following Shaked's demand, a condition of an undertaking by at least 70% of the residents of the area to leave their lands and enter one of the settlements to be established, and limits the time window to fulfill the obligation: if within seven years .
In addition, the decision stipulates that an inter-ministerial team of directors will be established, which will formulate an outline that will ensure that the 70% target is met as required.
