In July 2019, the Yuen Long District Council's San Tin Constituency held a by-election to fill the seat of the original District Councillor Man Guangming. Man Guangming was sentenced to prison for "fraud" and left vacant.

In this by-election, the government published the gazette on June 21, and the two candidates for the Xintian constituency, Man Ka Kui and Man Jiahao, were effectively nominated.

The by-election was held on July 14 of the same year. In the end, Wen Jiaju was elected as a district councilor with 1,340 votes, while Wen Jiahao received only 565 votes.

Wen Jiahao reported his profession as a "registered foreign lawyer", while Ho Junyao, the former president of the Law Society of Hong Kong, supported his election on social media.
