The 19 laboratory staff of Jiake Engineering Consulting Co., Ltd. were charged and convicted by the Independent Commission Against Corruption earlier for falsifying the records of the pressure test of concrete bricks of the Hong Kong-Zhuhai-Macao Bridge Hong Kong Project.


The ICAC today (5th) charged two directors of Jiake Engineering Consultants again, accusing them of concealing their staff from the Civil Engineering and Development Department for fraud in the test and defrauding about 2 million yuan.

The defendant will appear in West Kowloon Magistracy this afternoon, pending the transfer of the case to the District Court for defense.


In the Hong Kong-Zhuhai-Macao Bridge pressure test fraud case, the ICAC charged two then-directors for concealment and fraud of 2 million yuan.

The Civil Engineering Department established the Siu Ho Wan Public Works Regional Laboratory in 2012 to conduct building materials compliance testing for the Hong Kong Project of the Hong Kong-Zhuhai-Macao Bridge.

Jiake obtained a consultancy contract from the Land Development Department to manage and operate the laboratory.

According to the requirements of the consultancy contract, Jiake shall be fully responsible for the quality of the tests conducted by the laboratory and shall strictly follow the accredited standard test procedures of the Hong Kong Laboratory Accreditation Program.

If Jiake discovers any errors in the quality of the testing services, it must report to the Land Development Office.

If Jiake fails to comply with the terms of the contract, the Land Development Department will suspend the payment.

The ICAC launched an investigation after receiving a corruption complaint referred by the Land Development Department. It has successfully prosecuted 19 employees of the Jiake Engineering Consultants Laboratory earlier.

After the ICAC sought further legal advice from the Department of Justice, the ICAC has filed a prosecution against two directors of Jiake today.

The two defendants are: Liang Yongqiang (64 years old), who was the director of operations at the time of the incident; and Leslie Harry Swann (70 years old), who was the director of the company's department at the time of the incident.

Both were charged with one count of fraud, violating section 16A of the Theft Ordinance.

At the time of the case, Liang Yongqiang was responsible for overseeing the Hong Kong project of Jiake, including the above-mentioned consultancy contract.

Swann is Liang Yongqiang's subordinate, responsible for the management and operation of the above-mentioned laboratory.

The charge alleges that between July 28, 2016 and May 10, 2017, Liang Yongqiang and Swann deliberately concealed the Jiake staff and used tested or high-strength concrete bricks or metal calibration columns instead of sending the above The original concrete sample bricks tested for compliance with building materials in the trial were intended to defraud and induce the Land Development Department to issue about 2 million yuan to Jiake, which resulted in the benefits of Jiake and the disadvantage of the Land Development Department.

The Land Development Department, Highways Department and Transport and Housing Bureau provided full assistance during the investigation of the case by the ICAC.

The 11 defendants in the Hong Kong-Zhuhai-Macao Bridge fraud case received additional sentences and required immediate sentences. The ICAC accused Hong Kong Property and two real estate agents for using 11 false transaction documents to defraud more than 7.2 million commissions.
