Penzberg - For many months, the "Breitfilz" allotment garden in Penzberg was not used.

The old tenants have only been officially allowed to stay on their parcels again for a few weeks.

Certain things - such as making an open fire - are still forbidden until the required escape routes have been completed.

After the “Breitfilz” association and the city signed a preliminary contract in July, which now allows the association to conclude lease agreements with Neu-Gartlern (we reported), further important work is currently underway on the way to a legally binding development plan for the approx 15 hectare area.

This is currently in the approval process.

With it, the further use of the "wide felt" is to be placed on a legally secure foundation.

"Replacement habitats" for sand lizards

As Carl-Christian Zimmermann, department head of the environmental and climate protection department at the city, announced on request, so-called “substitute habitats” for the sand lizards found in the allotment garden are being built everywhere in the area.

This species is strictly protected and is already classified as endangered on some Red Lists of the federal states.

As Zimmermann explains, these replacement shelters are a maximum of one and a half meters high gravel and sand fillings with integrated fleece, on which various branch and root material are then piled up.

Nature conservation had requested these new habitats as part of the development plan procedure.

The replacement habitats are compensatory measures for the construction of the road, says Zimmermann.

The embankments are intended to become the sand lizards' new habitat.

Here they should be able to lie in the sun and spawn.

25 members helped out

Around 25 of its members, according to the club's chairman Paul Hattemer, have been helping out for one Saturday and have so far set up four such temporary shelters, each around four square meters in size.

The areas would have to remain in place for around two years, according to Hattemer.

Six further permanent habitats are still to be built both in the leased area and in the buffer zones outside of the moss area.

“We have already started some of this,” says Hattemer.

But while there is still some time left for the construction of these six habitats, the establishment of the four temporary protection areas was urgent, according to Hattemer.

Because only with its completion can the tender for the road construction begin.

In theory, tenders could start immediately

As Jens Weißflog, head of civil engineering at the city, explains, the tenders could theoretically start immediately as soon as the Lower Nature Conservation Authority gave the green light - i.e. accepted the compensatory measures as appropriate.

In this overall “Breitfilz” project, Weißflog emphasizes, it is important that all those involved coordinate well.

Because the development plan is not yet legally binding.

It is still unclear when construction of the escape routes will begin

It is currently unclear when the construction of the approximately two-kilometer-long escape routes in Breitfilz will begin. In any case, Hattemer would like to build the missing replacement habitats this year - but no later than April next year. Then the sand lizards wake up again from their hibernation that has already begun.

The construction of the new lizard quarters is not the only ongoing activity in Breitfilz.

The construction of the extinguishing water pond has also begun.

As Hattemer says, the foundation slab has just been poured.

The extinguishing water tank with its 48,000 liter capacity should then find its place here.

In April - so Hattemer's "cautious" hope - the construction of the escape routes could then begin.

When they are finished, the general lease agreement between the city and the association should be signed.

Only limited use possible until further notice

As long as the escape routes are not ready, so there is insufficient fire protection, the tenants can only use their parcels to a limited extent, says Hattemer.

Nevertheless, the mood among the club members since the lifting of the ban on use was "consistently positive".

Since the official registration of the association and the signing of the preliminary contract with the city - it is currently valid until December 31, 2022 - 200 people from Penzberg and the neighboring towns have joined the association within a very short time.

“A third more could be added,” Hattemer estimates.
