Coronavirus: SPD, Greens and FDP agree on measures

The SPD, Greens and FDP agree on the measures Germany should take to fight the corona virus in the winter months. Free corona tests are included, even if they are not in the draft law.


The traffic light groups have agreed on a draft law on corona containment measures until the coming year.

In addition, the SPD, the Greens and the FDP agreed, according to information on Monday, to bring the return of free corona tests and the introduction of a 3G obligation at the workplace "on the way".

However, these measures are not yet included in the draft law that SPIEGEL has received and which is to be discussed in the Bundestag on Thursday.

According to the draft law, the potential new government wants to include a "nationwide applicable catalog of possible protective measures" in the Infection Protection Act.

This should make it possible, even after the epidemic emergency of national scope expires on November 25, "depending on the development of the current situation, to take the necessary protective measures," as it says in the draft.

The new measures should apply until March 19.

Expressly mentioned are, among other things, distance requirements, mask requirements, 3G regulations for public spaces, the obligation to hygiene concepts and the collection and processing of personal data of guests.

School closings and other lockdown measures are not listed as options.

Further simplified access to the social security systems

The new catalog is "limited to measures that can be useful and appropriate in the current phase of the pandemic fight," says the draft law.

"The application, which is differentiated according to the regional situation in the federal states, is guaranteed."

The "traffic light" also wants to extend simplified access to the social security systems until March 31, 2022.

This is intended to "ensure that those who continue to suffer from the economic effects of the Covid 19 pandemic will continue to receive the necessary support as easily and quickly as possible," the draft says.

The special regulations on child sickness benefit already in place for 2021 are also to be "extended into 2022".

The three parliamentary groups wanted to "protect as many people as possible, especially in the autumn and winter months," said SPD parliamentary group vice-president Dirk Wiese on Monday.

That is why there should be free corona tests again as well as compulsory 3G at work.

In addition, according to Wiese, there will be “targeted surcharges” for hospitals that care for Covid patients.
