On the way to changing the demographic balance in the capital?

Two East Jerusalem neighborhoods, Issawiya and A-Tur, will be significantly thickened with thousands of high-rise housing units with the addition of hundreds of percent construction - the "Real Estate Today" system has learned. 

It has now been revealed that the district planning and construction committee discussed the outline plan for the Issawiya neighborhood about a week ago, and has given the green light for its deposit in the coming days.

This is a plan that covers an area twice that of the original plan, which was approved in 1991 - the new plan includes an area of ​​over 1,000 dunams, while in the original plan only 500 dunams were devoted to construction in the neighborhood.

The program has been promoted in recent years by the Jerusalem Municipality. 

"Real Estate Today" also learned that the municipality, through the local planning and construction committee, decided about a week ago to approve a master plan for the a-Tour neighborhood. The plan was prepared by the municipality in order to examine the needs of the neighborhood and its residents A-Tour itself, the plan includes a number of satellite neighborhoods: Mansuria, a-Tzwana, a-Sheyah and Chalat al-Ayin, and it extends as far as the eastern jurisdiction of the city.

The approved statutory situation allows housing for about 20,000 people in about 3,900 housing units, while the existing population is about 25,000 people in about 4,500 housing units.

The plan allows for a series of 7,000 housing units, which are expected to cater to about 35,000 people. 

In the case of Issawiya, the planning team is faced with a complex task as it is a neighborhood built almost entirely without building permits, and inconsistent with the existing plan from 1991.

This situation creates constant tension and uncertainty, both due to enforcement against illegal construction, and due to the urban difficulty of paving roads and building educational, welfare and community institutions in such a complex planning situation.

The new plan offers solutions for the benefit of regulating the existing situation and improving it, and in preparation for increasing the expected volume of the population in the coming decades.

As part of the solutions, it will be possible to prepare the bulk of the existing construction, provided that it was not built on areas previously approved for public buildings, or for significant roads and is not particularly unusual in height.

The Jerusalem Municipality said that the plan in Issawiya outlines a new comprehensive road in favor of a public transportation system and along public transportation routes, and encourages urban renewal through construction-evacuation.

In addition, the plan will expand existing roads and grant high building rights.

As a rule, the plan stipulates that the receipt of additional building rights will be possible only by way of treatment of a complex consisting of several buildings, and provided that areas are allocated for the benefit of the public.

On the outskirts of the neighborhood, areas are designated for the addition of an educational complex, as well as for the expansion of the residential areas.

In addition, additional areas in the east and west of the neighborhood are designated for employment areas, while a statutory series of entrances to the neighborhood.

The percentage of construction that the plan will allow ranges from the approval of the existing situation to construction to a height of 6 floors, and even to the addition of 400% construction and 9 floors in the case of an urban renewal project.

The boundary of the plan was set so that it would be compatible with the area of ​​Mount Scopus National Park and the area of ​​nearby neighborhoods.

The Mayor of Jerusalem, Moshe Leon, commented on the construction plan in Issawiya: "This is the approval of a historic plan, which will undoubtedly advance the neighborhood and its residents, and will be another significant step in reducing the gaps and improving the quality of life we ​​lead in the east of the city." To her, who worked tirelessly to promote the program, while maintaining a mutual, intense and respectful dialogue with the residents "

Ba-Tur, on the subject of residential plans, the policy of this master plan continues a guideline already approved in plans for additional neighborhoods in the east of the city, according to which the scope of building rights to be approved will depend on the size of the plan submitted and public provision. The public and the public space alongside a more significant addition of housing units. 

In addition to condensing existing residential areas, the plan also offers an outline for approving plans for areas that are not currently designated for residential use, and some have been marked as potential for new areas to expand the neighborhood.

The plan includes reference to conservation issues, since the neighborhood includes the core of a historic village, and part of it is located in the Old City basin, in an area known as a 'conservation area'.

The plan was promoted in dialogue with the residents of the neighborhood, who shared the plan documents and responded to it in real time.

The plan was prepared by the City Planning Division, with the planning team headed by architect Avi Ben Gur. 

"This is a plan designed to benefit the needs of the neighborhood and its residents, increase the number of housing units and expand the neighborhood's boundaries. The plan was planned with the participation of the neighborhood's residents," noted Mayor Leon.

"We will continue to work to raise the standard of living of the residents of East Jerusalem and provide them with excellent service."
