Tabled by the government as part of the examination of the second part of the 2022 draft budget, "

the most expensive amendment of the Fifth Republic

" was validated Monday at first reading by the National Assembly.

This plan announced by Emmanuel Macron aims to develop industrial competitiveness and the technologies of the future.

It provides for 34 billion euros in commitment authorizations with a first tranche of 3.5 billion euros in credits implemented from 2022. The fate of these credits will however depend on the presidential election and future budgets.

Its cost made the Socialist deputy Valérie Rabault squeak.

The latter declared that it is about "

the most expensive amendment of the Fifth Republic

", without being contradicted by the Minister Delegate in charge of Industry Agnès Pannier-Runacher nor the chairman of the Finance Committee of Assembly Eric Woerth (LR).

Contested method

Voted by 48 votes for and two against, the amendment won the support of the PS and LR groups, in addition to those of the majority.

But the method used by the government has annoyed more than one parliamentarian.

This amendment “

should be the subject of a bill on its own.

It's incredible to pass this 2030 plan by amendment,

”regretted Ms. Rabault.

"

You sit on Parliament, it's a habit of governance,

" lamented Communist Sébastien Jumel.
