Thanks to the cash blessing, the city wants to reduce the trade tax multiplier from the current 440 points to 310 and thus to the level of the more affluent neighboring Ingelheim.
This will relieve the Mainz-based companies of a total of 351.6 million euros in the coming year, said Beck.
The city council should decide on the planned reduction in November.
"Nothing is more important than getting rid of the debt so that the city can run without shackles," said Mayor Michael Ebling (SPD).
"We are also assuming a significant surplus in the coming years."
Meanwhile, Biontech announced that it had achieved a profit of 7.1 billion euros in the first nine months of this year.
How much trade tax the company pays at its headquarters in Mainz was initially not clear.
Mayor Ebling announced that the city will "ignite a new stage in the development of the biotech location", create a so-called BioTechHub and continue on the path to becoming a leading global location for cancer and aging research.
"The global success of Biontech has given our state capital a chance of the century," said the President of the Chamber of Commerce and Industry for Rheinhessen (IHK), Peter Hähner.

Renamed after allegations of abuse against Pfarrer Straße
Because of allegations of abuse, the city of Korschenbroich on the Lower Rhine has renamed a street named after a pastor.
On Friday a new street sign with the designation “An der Obstwiese” hung above the crossed out old one with the inscription “Johannes-Wolf-Straße”.
The city council voted unanimously for the renaming at the beginning of July.
