The 15 high-level committees chaired by the Chief Secretary for Administration are not effective. Although they are only the tip of the iceberg of the entire committee system, they can be said to be the epitome of 510 consulting and statutory organizations.
Some members of the Executive Council who did not want to be named pointed out to "Hong Kong 01" that the problem is that the government lacks expectations and positioning, making it difficult for the committee system to perform its due professional and political functions.
