Most of the 15 committees chaired by the Chief Secretary for Administration are policy areas that the SAR government attaches great importance to and require coordination among multiple decision-making departments.
It stands to reason that the committee appointed by the Chief Secretary for Administration to preside over the overall situation can be said to have the "highest allocation" in the government structure, and it should have the most resources and greater responsiveness.
But why is the actual effectiveness of these committees often controversial?
