The epidemic has lasted for nearly two years, and the economic trauma has not yet recovered.

However, energy prices have soared and gas-fired power generation costs have also increased, putting pressure on electricity tariffs to increase. Some environmental protection groups had earlier predicted that the increase might reach double digits.

The government is conducting an annual tariff review with the two power companies today (9th). Starting from January next year, the CLP will increase by about 6% and the HEC will increase by 7%.

The Secretary of the Environment Huang Jinxing said that due to the impact of rising fuel prices around the world, electricity bills in London, New York, Singapore and other places all have double-digit increases, and individual cities have increased by as much as 20%.

The Hong Kong government and the two power companies have reached an agreement that the basic electricity prices will continue to be frozen and fuel prices will be adjusted. The two power companies charge about 1.3 yuan per kilowatt-hour of electricity, which is still cheaper than other major cities.

Huang Jinxing continued that the two power companies used a three-person household to estimate. The current average monthly electricity bill is 275 yuan. After the electricity bill is increased, you will have to pay about 20 to 24 yuan more per month next year. According to relevant data, the increase will reach 7.2% to 8.7%. .

He pointed out that the government's subsidies for electricity bills in recent years have alleviated the pressure on household electricity bills.

Electricity charges are composed of basic electricity charges and fuel price clause charges. The former covers the operating expenses, basic fuel costs and profits of the power company; the latter reflects the changes in fuel prices and is paid by the user to the power company in the form of reimbursement.

According to the current "Control Agreement" mechanism, the two power companies can earn an 8% return. The annual fuel adjustment fee announced by the electricity tariff review will only be guaranteed for the first two months of next year. The subsequent monthly fuel costs are based on the actual fuel consumption in the past three months. The average price calculation means that it will fluctuate with market conditions.

HK Electric's electricity bill will increase by 7% in the coming year

Hongkong Electric’s managing director Yin Zhitian said that the world has been affected by rising fuel prices in recent months, and power supply problems in some regions have even affected business activities. Hong Kong’s power supply is reliable and the fuel needed for power generation is affected by the international fuel market. The price of coal is nearly half a year old. The increase is nearly doubled, and natural gas has increased nearly four times. Therefore, fuel costs will need to be increased next year, but the basic electricity costs will remain unchanged.

HE Yanbiao, general manager of development of the Hongkong Electric Group, said that after the price increase, the HEC will provide users with a special rebate of 1 sen per kilowatt-hour of electricity. The basic electricity tariff of the Hongkong Electric remains unchanged at 109 sen per kilowatt-hour of electricity, and the fuel fee will be increased by 27.9 sen per kilowatt-hour. Electricity was 135.3 cents, and the overall increase in electricity bills was 7%.

Yin Zhitian added that the HEC supports the long-term goal of carbon neutrality and understands that it is urgent to cope with climate change. It will continue to develop large-scale offshore wind power plants, explore hydrogen power generation, assist the society in saving energy, and introduce smart meters. The future work is very arduous and requires Cooperation and consensus from all walks of life.

CLP users' electricity bills increase by 5.8%

CLP President Jiang Dongqiang said that the basic electricity price of CLP will remain unchanged in the coming year, but the fuel fee will be increased by 10.5 cents, raised to 38.6 cents, and each kilowatt-hour of electricity will be increased to 128.9 cents, an increase of 5.8%.

Jiang emphasized that in order to ease electricity prices, a total of 2.5 billion yuan will be spent from the Electricity Stabilization Fund, Fuel Accounts, CLP Smart Fund, ground rent and rates refunds, and two electricity fee rebates will be provided, including a special rebate of 2.1 cents per kilowatt-hour. And 1.3 cents of land rent and rates rebates, and a number of community support measures have been introduced.

Jiang continued that with the growth of Hong Kong's population and infrastructure development, the demand for electricity has increased.

The Environment Bureau has approved CLP to increase capital expenditures of 3.2 billion yuan to improve the regional power supply network to meet the power needs of new development areas, data centers, and district cooling systems.

The fuel costs of the two power companies have risen sharply in recent months

Affected by the surge in international energy prices in recent months, the fuel adjustment fees of the two power companies have risen sharply, and the electricity bills have also increased.

CLP’s annual fuel adjustment fee this year was 28.1 sen. However, except for March when it was slightly lower than that level, it rose in all subsequent months. In November, it soared to 35.4 sen, an increase of about 26%; and the HEC’s annual fuel adjustment fee this year The adjustment fee was 17.4 sen, which was below this level from March to July, and then the price gradually increased, reaching 29.5 sen in November, an increase of about 70%.

Calculating with 300 kilowatt-hours of electricity a month, the electricity bill of CLP users in November increased to 380.6 yuan, an increase of 6.4% compared to January; the electricity bill of Hong Kong Electric users rose to 311.55 yuan in November, an increase of 13.2%.

Some government subsidies will expire in the middle of next year

However, benefiting from the government's electricity tariff subsidies, the public may not feel too strongly about the price increase.

The government started to implement a new round of electricity subsidy in June this year. For 11 consecutive months, it will inject an electricity fee subsidy of 80 yuan into the residential electricity user accounts on the first day of each month, and inject an electricity fee subsidy of 120 yuan on the 12th month, for a total of 1,000 yuan.

Together with the current electricity bill relief of $50 per month, the public still enjoys a subsidy of at least $130 per month.

If the user's monthly subsidy is exhausted, the subsidy will fall back to 50 yuan as soon as June next year.
