North Rhine-Westphalia's Prime Minister Hendrik Wüst (CDU) advocates a 2G regulation in the leisure sector, i.e. access restrictions for anyone who has not been vaccinated or has recovered.
He would like to see a mutual understanding between the federal and state governments, said Wüst on Tuesday in Düsseldorf.
It would be best to hold a Prime Minister's Conference (MPK) this week.
Düsseldorf - Wüst is currently chairman of the MPK.
A nationwide agreement is not a prerequisite for NRW to act, Wüst clarified.
If that doesn't work, NRW will push ahead with its plans for 2G.
